The education of Peasant workers'children doesn't only relate to their survival way and the implementation of compulsory education work, but also relate to the harmonious development of the urban and rural benign circle, so it has aroused attention of the party and the government as well as Sociologist. Some experts made large exposition on education fair and the education of migrant children and unattended children in rural areasMany scholars take their education as study subjects directly, they made a lot of regional or national research, Provided their own policy proposals. Although some scholars referred to the government role in the education of migrant workers'children, but there is no paper addressed this problem systemic .so this paper stars from definituding the government roles and functions in the education of Peasant workers'children at social transition Period,to make a clear entry systemic demonstration on government roles.This paper is divided into three parts:Part I: General theory of the government roles in China's peasant workers'children education .Mainly Content includes the related concepts of Peasant workers'children,the compulsory education of Peasant workers'children and the government roles;analysising the characteristics of peasant workers'children education at this stage;supporting a government leading role in the education of peasant workers'children in the theory.First is the concept of interpretation . peasant workers'children are migrant workers bringing into the city or staying in rural suit for the compulsory education children . they are not the general sense of the migrant children, they are in a weak position in education because of their parents'dual status.they face the difficulties of losing schoolsuch a serious problems, compared with urban children of the same age they have their own unique characteristics in the transition of China's social: First, peasant-workers children's education has obvious political leanings. From a macroeconomic viewpoint the harmonious development of urban and rural areas benefit from the implementation of peasant-workers children's education.it is the need of modern society"people-oriented, the pursuit of fair" values. From a microscopic viewpoint It relates to the healthy growth of this group. more social unrest will be caused if this problem can not be resolved; second their education flow with their migrant parents ,facing enrolment school overage or even out-of-school problems, and more the process of schooling is obvious unfairness , they need to pay high Jiedoubi sponsorship fee; third,the life of children staying at rural areas can not be guaranteed.on the one hand, they face the plight of missing guardian, on the other hand the majority of children staying have psychological problems, a lack of emotional growth is the most serious and immediate problem.The government "Leading role" refers to the government should be in a dominant position in the education administration and firm grip on the direction of development of the socialist education, coordinate the relationship between the central and local, the government and the market. reasonably guide, timely and appropriate macroeconomic regulation and control on the basis of legal, policy, planning and plans for the formulation and implementation of national education process, to ensure that the objects can fairly and effectively carry out and enjoy the education'action and process.It is government "orientation" and "guidance" role in the education development of the peasant-workers children.This was followed by the cause analysis of government leading role in the education of their children. First of all their education has an important practical significance on China's social and economic stability, and such practical significance requested the government should play a role in the education of peasant-workers children.This "specificity" group decides that shuold be the only leading role education.Of course education as a public goods request the government should play a leading role in promoting educational equity, protection of vulnerable groups, and safeguarding social stability and unity.it is the unshirkable responsibility of the government.Partâ…¡: the specific practice analysis of government role in the peasant-workers children's education. Our government played a certain role in the peasant-workers children's education at this stage .and achieved certain results, as demonstrated by the introduction of various conducive to the peasant-workers children's education and relevant policies and regulations, local governments took positive actions, Althought the government made great progress in the education of peasant-workers children ,there are still many issues as follows:First, the government role in the education of peasant-workers children is not clear enough , there is a "lack" and "offside" phenomenon, some administrative departments didn't manage the education of peasant-workers children's education based on the macro.on the opposite is that the government monopolize school too much ,interference in independent private peasant-workers children schools did not fully change, some private peasant-workers children schools lax management, or even cancel all, lack of planning of the layout, level, type,of the private peasant-workers children schools , so that peasant-workers children's education can not be well met.Second government is improper on the education investmen location to the peasant-workers children . on the one hand governments at all levels investment responsibility is not clear enough, not specific enough, and funding for education can not be allocated full enough; on the other hand the responsibility on the peasant-workers children's education is mainly located in the county finance,but county finance Financial departments is the weakest one at all levels, some counties peasant-workers children education funding are not enough even if all the revenue used for compulsory education for them; Government investment behavior is not standardized regional imbalance is obvious that there is a huge gap between urban and rural areas in development of education, at last the final investment to peasant-workers children's education is lack in total .Once again peasant-workers children's education-related policy system should be perfect, the effectiveness of policy and their implementation and supervision are not enough. On the one hand, the relevant legal system can not fully meet the development trend of population movements, the feasibility introduction of the policy is not strong enough, lacking of mandatory and so on, on the other hand there is a huge difficulties in reforming of the household registration, it is also needing for a long time.Part III:The countermeasures of improveing government's role in peasant-workers children's education.First of all, clearing government roles and optimization of government functions in peasant-workers children's education in macro.in the end whether market allocation or government allocationn can meet the needs of peasant-workers children's education effectively ?the education of peasant-workers children should take short-term "financial subsidies blood" or "long-term policy making" roads?all this is based on a clear government role . At this stage if the government want to be "no vacancy" or "offside" in the education of peasant-workers children it muse clear itself status such as the guidance of the Government's education fair, the defenders of competition order,the providers of public goods and Service "test officials"of peasant-workers children's education. to lead a fair educationand ,lay a good legal and policy basis for their education, clear system obstacles and maintain the competition order between public schools and private peasant-workers children schools and do a good job related services.Secondly, is the governments'micro-specific functions of the organization and implementation. It includes a reasonable educational resources planning, and making the formal school to be the main channel to accept peasant-workers children establishing principals and teachers accreditation system coordination formal schools and non-formal school education resources; adopting flexible teaching and management approaches; establishment monitoring and research mechanisms of peasant-workers children and strengthening the education system microeconomic aspects of education functions.Part IV is the conclusion PapersThe paper comes to the following conclusions described three-part above: proper arrangements for the tens of millions of migrant workers children education is a systematic project, it needs all departments, including public security, civil affairs, finance and other departments and school social forces even migrant workers with their own positive and efforts. Only forming a dynamic mechanism that take the government as leading role ,take market demand as driven,all aspects input efforts the education of peasant-works children can real yield tangible results.Of course, stressing the government roles in the peasant-workers children's education are not at the cost of weaking other forces in the peasant-workers children's education .the role of the Government is a "lead responsibility" instead of "arranged responsibility" .In short ,The solution of peasant-workers children's education can be effective if only all efferts coordinate, all countermeasures are unified implemented all measures improve gradually together.So in the education of peasant-works children, we should try to form mechanism System that coordinates the relations between the government and the market ,between the central government and local government, that take funding investment and legal policy for the protection.
