Studying On The Mode Of "Complement And Salvage" For The Pension In The Rural Area Of Shanxi

To solve the three issues concerning agriculture, countryside and farmers and build a well-off society in an all-around way, the necessary step is to construct and improve social pension insurance mode in line with social and economic development, which is to provide effective social pension insurance. At present, with the reform of economic system, the implementation of family planning policy, urbanization, and the aging of population intensifies, original pension models of Shanxi have been outdated. Meanwhile, unbalanced economic development of Shanxi and the various needs of the rural elderly, have becomed new challenges for the rural pension of Shanxi.Based on the characteristics of unbalanced economic development and the various needs of the rural elderly of Shanxi , the author design a "remedial-type" pension model which is adapt to the three levels pension needs of rural people. The first level of "remedial-type" pension mode is used to meet the lowest pension need of the elderly. Thereinto, the minimum pension relief system is used to meet the economic need of the elderly, and the family and community pension are used to meet the elderly needs of day-to-day care and mental comfort. The second level of this model is used to meet the farmer's middle level needs. Their needs will be meet through the establishment of different payment and the payment standards of rural social pension insurance system. The model's third level is used to meet the farmer's high-level needs, their higher level's needs will be meet through business insurance.In the fifth chapter of this article, the author test the feasibility of"remedial-type"mode in Shanxi from economically viable, socially viable, practical experience, technical feasibility and so on. By comparing minimum pension relief demand with forecasting revenue growth of Shanxi, proves that minimum pension relief system is feasible in Shanxi . By Calculating the farmer's affordability for rural social pension insurance, proves that the different regions of Shanxi should apply different standards for pay and benefits of rural social pension insurance system is feasible. Through analyzing the social foundation of family pension and community pension, the technical foundation of commercial insurance, proves that family pension, community pension, and commercial insurance is feasible.By analyzing the feasibility of rural "remedial-type" pension mode of Shanxi, it is clear that the national and local economic and policy supporting are the key to function smoothly of the model. Therefore, the State and local governments should take on the economic responsibility of rural minimum pension relief, and establish relevant policies and regulations to guarantee the smoothly implementing family pension, community pension, and commercial pension insurance.
