With the global spreading and development of the theories in whole-life education and human resource management, it is well accepted that primary-and middle school teachers' continuing education is one of the major path and resort for improving teachers' quality. China makes the work of teachers' continuing education in high background. Efficient and effective teachers' continuing education can influence the model of resource-sharing in educational organizations, and determine the quality of its output-the ability of teachers. Therefore, the attention from management point on the research and investigation of teachers' continuing education management model is necessary and import to the development of teachers' continuing education in China.From the view of teachers' continuing education management and associated organizations, there are two major modes-conducted by advanced and normal teachers' training colleges or by individual schools independently. Through questionnaires survey, the study on these two training modes finds that the benefit of these modes are not satisfied and the resources are not efficiently shared, which can not meet the requirements of teachers, there are some problems in organizational management; Demands-analysis found that they have their own advantages both theoretically and practically. It is also advisable to conjoint these two modes to meet the requirement of primary, middle school teachers because it will have better training results if they are well conjoined to share resources and incorporate management. It is considered that the existing training modes do not overcome the drawbacks of separate-management modes from the major level of management. The mixture of teachers' continuing education is one of the helpful path and resort for improving the separate situation. A good management mode of teachers' continuing education should accord the needs and requirements of teachers based on the goal of improving teachers' ability on both theories and practices. Moreover, exploring the syncretism of these two modes to meet the requirement of teachers' training is a valuable practice and attempt for the integrity of teachers' continuing education.Standing on the middle-level of management, this paper provides some explored research and investigation on the integrity management mode on teachers' continuing education through the methods of Literature, Comparing, and Surveying etc. on samples of normal-teacher-training college A and advanced-training college B in Shanghai. This paper analyzes the current situation of teachers' pre-work education and continuing education in China, find the problems in it; It compares the current pattern and existing problems within these two modes. Through demands-analysis, it throughout discusses the practice and necessity of integrity management mode of teachers' continuing education; by conjoining the current and practical system, improving the existing modes, it provides a new teachers continuing education management mode-Primary and Middle School Teachers' Continuing Education Integrity Management Mode. As well, based on results of research, it also provides the practical system frame and operating method, in order to provide more reference and alternatives for further improving the outputs of our teachers' continuing education system; At the end, based on philosophy of higher-education, and teachers' professional development, with the study of law and realism fact, I testify the feasibility of this new teachers continuing education management mode.Certainly, considering that the integrity management modeling is quite complex, this paper just provides some insights on some major parts and attempts to construct and operating mechanisms form the forecasting-layout method. However, all of these can not be implemented immediately by a single person. Therefore it has some shortages in comprehensiveness, deepness and practice, waiting for further research and investigation.
