In China, The model functions of public kindergartens play an important role in preschool education. Promoting the development of preschool education must depend on the model functions of public kindergartens under the background of encouraging nongovernmental sectors to run schools. At present, the Constraining Factors of the model functions are more while the laws on it are less. On the other hand, researchers pay less attention to the model functions of public kindergartens.Based on the theory of Education Philosophy, of the public benefit of education and of service oriented government. This study takes Chongqing city as an example to discuss the development of public and private kindergartens, the model functions of the public kindergartens, The Constraining Factors of the model functions and how to develop model functions better.The status of preschool education in Chongqing now is that private kindergartens take main part, but they are inferior compare to the public kindergartens. The private kindergartens pay little attention to the law, lack of scientific guidance in children caring and teaching, lack of teaching facilities. Teachers in private kindergartens are low paid and have low school record. In order to develop well the private kindergartens need the model functions of public kindergartens.There are two types of model functions of public kindergartens:one is model function of model kindergartens; the other is model function of non-model public kindergartens. In macroscopically and microscopically angle of view, there are eight constraining factors in model functions of public kindergartens. They are lack of education mechanism, lack of government financial support, lack of public kindergartens, lack of education for all-round development, lack of personnel management power, lack of better nursery governesses and teachers, lack of scientific ideality of operating the kindergarten, lack of evaluation system.Based on the theory of the educational public benefit, the theory of service oriented government and the theory of humanistic management, in government and public kindergarten responsibility angle of view, this thesis gives strategies for promotion of model functions from the public kindergartens. They are to reinforce the government responsibility, to reinforce the public kindergarten responsibility and to improve the evaluation system.
