The incidence of school Physical Education and sports injuries has been in upward trend. In recent years,it's caused extremely unfavorable for students who are in puberty, not only physical harm, but also mental impact, and our society has been focus on this problems.Furthermore,school sports managers have faced with the possibility of being prosecuted, and compensation of physical medical and reputation lost. It will strongly hinder the development of school Physical Education.With the rapid pace of reform of school physical education programs, the school physical education activities developed greatly,and Physical Education activity becomes rich, while Physical Education is a relative shortage of investment funds,the sports facilities and equipment obsolescence, potential hazard. In addition, the school sports facilities are gradually opening up to the public, which increased the likelihood of the risk of students and severity. School sports are facing with different kinds of risks which have become one of the most important factors, restricted the development of sports in our schools. Therefore,we have been taken great conscious on the primary and secondary school sports risk management,and that's the emphasis of our school sports job.On the view of risk management theoretics, this paper has been taken the problems of risk management of sports and Physical Education in primary and secondary school as research object.At the same time, we collected the cases of risk management in primary and secondary school sports across our country, and summarized out the type and characteristics of risks , mastered the primary and secondary school sports risk management process and the specific problems, put forward the corresponding risk coping strategies.Based on the general social investigation methods and strategies, including secondary research, questionnaire investigation, statistical treatment, etc., the results of this research can be concluded as the followings. 1.The risk of sports and Physical Education in primary and secondary school of our country are mainly concern five areas(physical education area,extra-curricular physical exercise area,sports training and competitions area,school sports medical services area,school sports equipment and environment areas); include 13 kinds of risk types (natural risks, the risk of personal injury,legal risk, ethics, risk, transport risk, social risks, technological risks, economic risks, health risks, environmental risks, site risk, personnel risk, reputation risk);and four categories of risk responsibility people (schools, physical education teachers, students and others). There are two main indicators must take into consideration when selection of sports,( the likelihood of the risks and the severity of the risks).2.The problems of Physical Education risk management have mainly been showed in five aspects: (1) It is obviously lack of special provisions for Physical Education risks management, and the risk management policies is inadequate and unsatisfaction; (2) There have been seriously short of legal rules and detail regulations which is necessary for school sports and physical education risk management; (3) The guidance of policy and the necessary monitoring and review of risk management of school sports and physical education are not enough; (4) The understanding of school sports risks is always on the one-sided; (5) The school sports instructors are short of the necessary risk management knowledge and skills.3.To improve the levels of risk management of Physical Education in primary and secondary schools must carry out by the following five countermeasures in China: (1)Improving the school sports risk management policy; (2) Accelerating the construction of the risk management of laws and regulations of Physical Education risk management; (3) Establishing the clear risk management systems; (4) Developing the risk management awareness and establishing the conception of risk management; (5) Constructing school sports and Physical Education risk management system, mastering the risk management process and steps.
