The face of rapid change and rapid development of modern society, the growth of primary and secondary students in an increasingly complex environment, their physical and mental health were affected by an increasingly negative impact of increased, resulting in the continuous generation of psychological problems, and psychological problems caused by the primary and secondary students self-harm, wounding, suicide, homicide and other vicious became a common occurrence, so great efforts to strengthen school mental health education, mental health education in primary and secondary curriculum to accelerate research and enhance its effectiveness is imperative. Reasonable, the system of mental health education courses undertaken for the promotion of school effectiveness and student psychological problems play an important role. However, in the talent competition, currently the core of the information age, our mental health education curriculum in primary and secondary level is relatively backward look, and many schools is not enough emphasis on mental health education, mental health education programs is missing or a mere formality. The modern sense of the school mental health education originated in the most economically developed capitalist countries - the United States. The United States has the world's most advanced facilities for school mental health education and services, their primary and secondary mental health education programs after a long period of development, now has been relatively complete, formed its own system and characteristics. Therefore, in-depth study of U.S. primary and secondary mental health education programs, explore its rules, and review of their advanced experience as a lesson on China's primary and secondary mental health education curricula and research and development is very beneficial. This study documents the use of law, comparative law research methods, on the U.S. mental health education in primary and secondary curriculum development, models, objectives, content, implementation and evaluation conducted in-depth research, summed up the U.S. mental health education in primary and secondary curriculum development characteristics and experience, and on this basis, combined with China's reality, China's primary and secondary mental health education programs effectively carry out a reasonable suggestion.
