| Special education school for the disables has been established since the 1870 s In our country. By the 1980 s, the new era of higher special education came. And there have been 20 higher vocational schools for the disables since 1987 when the first one was founded, 15 schools of which enroll deaf children who must learn Industrial art courses there. However, many problems have come out such as personnel training orientation not being clear in these art teaching, course setting not conforming to market demand.What’s more, the teaching contents, methods, teachers, evaluation are not specification and science. Higher vocational art education is to promote the deaf students’ overall development, help them to adjust themselves to the society. Therefore it is time for the art teaching reforms starting from the reality in the higher special vocational schools.In order to make the establishment of professional courses fit in with the needs of the society and serve the deaf students for their vocational development, this article makes research on curriculum reform through understanding the current situation of special education of Tertiary Vocational-technical Colleges in China, Analysis of psychological and physiological characteristics of deaf people, and finding problems in the teaching of art and art to the deaf. The purpose of this paper is to perfect the arts and crafts professional course system for special born deaf in higher vocational colleges, to card the course curriculum by characteristic, scientific and rational analysis, to make the deaf students has strong professional character and adaptability and complete their academic, professional education, to improve the effectiveness and pertinence of art teaching to the deaf students. By this way, the deaf students will be able to meet the social requirements for high-quality professionals and realize their all-round development. The introduction defines the concept, analyzes the reason and significance of topics, combs the arts and crafts professional research present situation of the special education in higher vocational art education, chooses the basic ideas and methods of this research, draws the basic framework of this study, and the innovation of this study and challenges are analyzed.The first part expounds the development of higher vocational special education and higher vocational education colleges and universities in our country. The second partput forward problems existing in the arts and crafts professional course for the deaf students in higher special education vocational school, Involving three aspects: the talent localization, market demand, professional teaching.
