Research On Government Image Building In Public Crisis Management

In recent years, public crises happened frequently in China, affected by naturalfactors and social factors, which seriously threaten the normal development of thesocial economy and challenge the government management. The government imageis the comprehensive public impression and evaluation for all aspects ofgovernment’s behavior and performance, which could be the reflection of theobjective reality of government in the mind of public. Public crisis would bringnegative impact on the government image inevitably. However, the governmentcould restore its image by taking various measures to minimize the loss and eliminatethe risk. The study for image-building of government in public crisis management notonly meets the current situation of China in which public crises happenedcontinuously, but also enriches the research of government management andgovernment relations.This paper is divided into six parts. In the first part, the author will review thestudy of government image and public crisis based on the previous research andform new generalization and summary combined with the author’s ownconsideration. In the second part, the author will introduce the concepts ofgovernment image and public crisis as well as the relationship between them. Afterthat, the necessity and feasibility for the image-building in public crisis managementwill be discussed. The current situation of image-building for our government in crisismanagement will be analyzed in the third part. On the basis of that, the requiredgovernment image in the crisis management will be put forward. In the fourth part,the author will list some experience of image-building for foreign government incrisis management and draw some inspiration suitable for China. In the fifth part, themanagement system of image-building in public crisis will be constructed, which isbased on the introduction and experience mentioned before. The sixth part,conclusion, is the review and summary of the full text. The author will study theimage-building for government in public crisis management systematically anddeeply, based on the combination of theory and practice, which may be significant to the government manager.
