| China is a socialist country, all power belongs to the people. The National People’s Congress and the local people’s congresses are the place where people exercise state power. The Constitution and the law authorize the National People’s Congress and the local people’s congresses power such as legislative power, supervision power, the power to decide on important matters, and personnel appointment and removal power. For the National People’s Congress, the local people’s congresses and their Standing Committees, supervision power is one of the most important, the highest frequency using power, and it can best embody the role and position of authority of National People’s congress. Since1979, the establishment of the Standing Committee of local people’s Congress above the county, local people’s Congress and its Standing Committee have explored and reserched how to do supervision work better for many times, which gradually promote the supervisory system development. But because of the historical and social reasons, this system still has many deficiencies, which affected the National People’s Congress and the local people’s congresses ’supervision function.Taking the local people’s Congress and its Standing Committee supervision system as the research object, the article analyzes the local people’s Congress and its Standing Committee supervision system, theoretical foundation, produce, development. Then the article briefly introduces the supervision system of the content, procedures, status, role, and focus on the local people supervision system encountered in the social environment, political system, legal protection, National People’s Congress own inadequacy of construction. According to the local people’s congresses supervisory system’s problems, to improve and perfect the supervisory system, the article put forward the following suggestions:1, deepen political system reform;2, perfect supervisory laws and regulations;3, advance the National People’s Congress itself etc. |
