A Study On The Performance Of National People 's Congress

The people’s congress system is a fundamental political system in China. Sincereform and opening-up, it has functioned again and improved gradually with theenhancement of democracy and legal construction.Based on the current people’s congress system in our country, we can find that withthe rapid development of economic society and the advancement of the socialistdemocracy, the system plays a more and more important role in the political life ofour state but reveals its flaws day by day. The people’s congress system, whose rolemakes a direct influence on the operation and function of NPC, is the principal part ofNPC. Even it will make the people’s congress system not function well. To ensure thenormal performance of NPC members, a set of the relevant systems will be set up tomake their performance more systematical, democratic and scientific.The paper is divided into six parts as follows. The first part is an introduction whichillustrates and studies the purpose and meaning of performance problem of NPCmembers and literal review. The second part is an overview of the people’s congresssystem which explains the content, development, property and features of the systemand the status of NPC members in our country. The third part is about the currentsituation of NPC members’ performance. The fourth part is about the problems in theNPC members’ performance. The fifth is the analysis of the reasons for problems inthe NPC members’ performance. It analyzes the reasons from the existed problems,from three aspects of member-factor, the NPC members’ performance when thecongress is not in session and regulation. The sixth part is the reflection on theimprovement of the NPC members’ performance. The suggestions are put forwardfrom three angles of the constitution of NPC members, the consolidation of theconstruction of the people’s congress system and the improvement of the NPCmembers’ performance when the congress is not in session.
