A Study On Disordered Management Of Urban Government Departments

Nowadays, the new idea of the modern urban management has been changed to "construction and management simultaneously, management-oriented" depending on hysteretic urban construction and citizens which has been the common problem in almost all states and cities especially this problem is more sharp in some of medium cities in China whose urban construction has entered a ripeness stage.The urban management contains many sections and the appearance management is one of the most important elements. City look good or bad concerns the image of a city and of course it is also a manifestation of urban management. The appearance management involves a wide scope, including the governance of disorderly setting up a stall, street begging, public green management, road cleaning, lighting and advertising management, demolition of illegal structures, building facade renovation, static traffic management and so on. In which, disorderly setting up a stall is a universal management challenge, and is also a topic which both government and citizens have the common interests.The author uses the original Huangpu district as an example, make analysis and thinking, research the way through the types, the theoretical basis features, social harm and changes in the governance pattern of the disorderly setting up a stall of downtown to put the disorderly setting up a stall into the track of comprehensive management based on the innovation of social management in the development of urban construction according to the control theory, public service theory and humanistic management theory. Also the author makes a number of recommendations of the governance after exploring the commonness of diseases of appearance management and drawing lessons from foreign advanced management experience. So far, the combination of unblocking and blocking, and the former as the main, is a better generally recognized mode of governance. However, there are certain difficulties in practice. The real way to resolve the disorderly setting up a stall needs gradually and constantly improving the management tools and upgrade the level of management.
