The reform of personnel system in institutions is to establish a new full of vigor and vitality of the mechanism,mainly through implementing the post setting management system,to achieve the staff and workers of institutions from identity management to post management,tenure to the contract,the fixed salary to pay for performance of the three major changes.The party's eighteen big specifically pointed out that to deepen the reform of the cadre and personnel system is an important way of building a high quality cadre of the ruling,which is to deepen the reform of the cadre and personnel system,perfecting the post setting management system put forward new and higher requirements.As of April 2013,a total of 99%institutions to complete the job hiring and pay cash.The author takes part in the management of post setting,found many problems.In the full implementation of the eve of the classification reform of public institutions,this paper to post set management related concepts and human resource management theory based,select city institutions post setting management as a research object,through literature review,investigation and institution in a city for jobs set management is the general description of,forming a case and put forward improvement measures.In order for the next step to promote the reform of institutions to provide reference and perfect the system of job management system and employment.This paper is divided into four parts,the first part,based on the relevant research at home and,details of the institution in a city post setting management background,the related concept explains the;the second part mainly describes the institution in a city post setting management basic situation;in the third part,through visits to research,analysis of data,summed up the city institutions post set up the main problems existing in the management.The last part,aiming at the existing problems in the application of human resource management theory,starting from the perspective of management subject to perform their duties,from department heads,regulatory authorities,departments,executive departments four dimensions to the constructive suggestions.In order to improve the management model,management behavior,etc.,to promote the management of career units position management more efficient and reasonable,and promote the smooth development of the next step in the reform of public institutions.
