Since President Obama officially noticed Congress that the United States wouldparticipate in TPP negotiations on December14,2009,TPP has begun to attract wideattention from international society. As a21st comprehensive and high-standardagreement, whether TPP will be concluded successfully will have great impact on theUnited States and the whole world. As for the Obama administration, TPP is animportant tool to improve domestic economy, pivot to Asia-Pacific and reshape theglobal trade rules. As a result, the Obama administration has input a lot of energy inTPP negotiations. However, the key to the TPP’s success lies in Congressionalapproval.Due to the features of TPP and its strategic significance to the United States, USCongress has paid a lot of attention to it. This thesis is trying to analyze the challengesfacing TPP from US Congress angle. This thesis will be divided into four parts. Thefirst part will give an introduction about the role of Congress in US trade policy andthe development of TPA; The second part discusses the factors that influenceCongress’s attitude on TPP, mainly focusing on American people and the mainstakeholders including business communities,Labor Union, Agriculture Groups, etc.Then the third part discusses the challenges for the US to pursue TPP which isimposed by Congress. The challenges will focus on such things as contents, processand expansion; The last part will discuss the prospects of TPP, and then I arrive at theconclusion that it is very hard for TPP to be approved by Congress in the near term,.Chapter four makes a conclusion of the whole thesis, in order to get “the tradepromotion authority” from Congress, the Obama administration should make somecompromises with Congress, solving the concerns of Congress and ensuring moreinvolvement of Congress in TPP negotiations, especially under the circumstanceswhen the Republican Party won both houses of Congress in the mid-term election inNovember2014.
