Political Science cadre is to safeguard national security and social and politicalstability of the backbone, strengthen the training of Political cadres to improve theirpolitical and professional quality and level of law enforcement is not only a basicwork, but also a long-term strategic task. The existence of the current political andlegal training of cadres training objectives and training mode is not enoughcoordination, strength training and capacity building are not yet synchronized,"training with separation" is widespread, affecting the enthusiasm of relevance,effectiveness and participating subjects of training. Establish competency-basedpolitical and legal cadre training system, designed according to the nature of moretargeted job training, so that political and legal cadres work by adaptation becomescompetent to work, both to enhance training effectiveness, but also to fully mobilizethe enthusiasm of all parties, thereby increasing the practicability of the training.Therefore, to have important practical significance to study Political Science cadretraining system based on competency.In this paper, according to the "theoretical analysis-Situation Analysis-System-coping strategies," the research paradigm to M City grassroots political and legalcadres training, on the basis of combing competency theory, training needs analysisand assessment methods, the grass-roots political and legal analysis of M Citytraining Status cadres, reveal problems and cause analysis, from the organization’sneeds, business needs, individual needs three levels of M Political Science Citygrassroots cadres to analyze training needs, and then build the grassroots political andlegal cadre training system and training effectiveness evaluation system proposed andevaluation methods, and finally put forward some suggestions. Conclusions of thisstudy are:(1) This paper designed and optimized M City grassroots political and legalcadres training system. According to the organization’s needs, business needs andindividual needs analysis, building a more complete scientific system of grass-rootspolitical and legal training of cadres from four clear training objectives, identifytraining content and building training system, training implementation strategy.(2)This paper constructs M City grassroots political and legal cadres training effectevaluation index system. According to the index system design principle, theestablishment of a covering knowledge, skills and training, such as three-levelindicators,8secondary indicators, political and legal cadres training effect evaluationindex system51three indicators, the AHP as a training effect evaluation methods, anddesign of Political cadres Training evaluation overall framework of the implementation process.(3) In this paper, M City grassroots political and legal cadretraining safeguards. The theory and practice of combining methods from enhancedemphasis on training, focusing on training effectiveness, selection of training, traineesexpand coverage and improve the cadre of mental health literacy, career planning andother aspects of doing six proposed propulsion and suggestions to improve thetraining of cadres M City grassroots political and legal system.
