Recently, public health emergencies, such as the outbreaks of bird flu, food poisoning, radioactive pollution, have not only caused property losses and casualties, but also brought long-term impacts on the social psychology, social values,economy and politics,etc. The management of public health has become a hot issue and focus of the research. As an effective mean of event management, project management theory is a scientific endeavor to deal with the public health emergencies. The main research findings are summarized as follows:(1) This paper introduces the research background and purpose, and then summarizes the literature at home and abroad. Besides the present findings and research trend of the topic, this paper also explores the feasibility of the project management theory in public health emergency management, which leads to the innovation of theories, practices and methodologies.(2) By analyzing the current basic situation of public health emergencies, this paper compares the current public health emergency management systems of USA, Japan as an enlightenment and reference, and analyses the existing problems of China.(3) This paper designs a new pattern of public health emergency project management. According to the life cycle theory of project management, the management of public health emergency has been divided into five steps including initiating, planning, executing, controlling and closing. Besides, based on the theoretical system and practical experience of public health emergency, it studies the organizational structure model by classification and grading. WBS in project management, scope management, cost management, risk management and communication management are employed to comprehensively analyze the practical methods and strategies that the theories of project management can apply to the public health emergencies.(4) This paper discusses the application of the pattern in cases of major outbreaks to strengthen the link between the theory and practice.
