Geoheritage is a kind of precious, non-renewable natural geological heritage formed by the internal and external geological processes in the long geological history on the Earth. As one of precious geoheritage resources, fossil has not only the same characteristics as the other geoheritage types, but also its unique scientific value. Fossils yielded in the Qilin Hill Reserve in Wenzhong Town, Chifeng City, Inner Mongolia are typical elements of Jehol Biota. It could not only play a role in researching Jehol Biota through comparing with fossils from Ningcheng and Chaoyang City, but also make a chance, taking the fossil locality as the core to apply for the title of national geopark, and make big contribution to promote local economy and improve local people’s living standard.The status of fossil protection in the Qilin Hill Reserve was not quite good because of less attention on geoheritage resources before. There are two main aspects, one is the natural factors, for example, the fossil-containing strata are easy to be weathered; the other is the human-induced factor, the fossil stealers make a lot of illeagal fossil excavation in this area, which led to serious damage to fossil resources. Hence, it is positive and important to propose relevant necessary protection countermeasures based on the study and analysis of the fossil resources in the Qilin Hill Fossil Reserve.This thesis is a part of the project of fossil protection in the study area supported by Inner Mongolia. It proposes a series of targeted measures based on the fossil materials excavated in the study area. Generally speaking, there are two major fields, macroscopic and microscopic aspects. The macroscopic aspect contains legal system, management and propaganda, it means that the legislation should be improved, the management be strengthened and the people’s protecting awareness be raised. On the other hand, the microscopic aspect includes scientific research and capacity building. It is necessary to take drastic countermeasures in scientific research (including scientific excavation) and master the real situation of fossils in this area and increase investments in infrastructure construction. At last, this paper discusses the status of this fossil reserve in term of SWOT Method, points out its advantage and disadvantage, opportunity and threat, and this paper considers that the application for the title of geopark is an integrated solution to this fossil locality.
