Science and technology constitutes a prime productive force, which is an important indicator to measure the overall national strength of a country. In china, science and technology projects have a large proportion in the configuration of science and technology resources. Recently, the development of atmospheric science and technology has grown fast. In 2006, the Chinese government set up special research funds for public industry (meteorology), which put atmospheric science as the central key in this field. Thus, there are many technology project activities, many results, many funds, causing the needs of managing technology programs effectively. However, thanks to the rapid development of the computer technology and the popularization of network, the work of meteorological departments is confronting with great challenges as well as opportunities.In view of the above situations, we develop the meteorological science and technology management system. The system here can be divided into two parts:the management system and the evaluation system. Due to the complexity of the system and the nervous of time, now the meteorological science and technology project management system has already been built up and preliminary tried run, while the evaluation system is still under research. The management system can well satisfy the needs of customers, realize the effective management of meteorological science and technology, improve the work efficiency and accuracy of related department, save a lot of human and financial resources. Among them, the author participates in the whole system design and research work.The author firstly analyzes the researching background of the topic and the relative research (domestic & abroad) in this field after cleaning up the relative resources. Then, the theoretic base of the system is mainly dissertated, mainly including the introduction and comparison of the methods of development and evaluation. In line with the practical requirements of the research management of meteorological departments, we analyze the business process and function according to the life cycle of soft ware development and project management, meanwhile, the flow charts of the system are drown. The author has designed the system. Firstly, we start with the developing goals, then the platform of the developing system is chosen; the functional modules and database have been designed; finally, the key technology to realize the system and the solution to improve the functions of the system is analyzed.In the aspect of theory researches, taking the medium-term assessment of meteorological science and technology programs as an example, the author establishes a suit of candid and scientific appraisable guide lines and computes the weights of the lines after comparing the advantages and disadvantages of some current assessment methods which often be used and considering the characteristics of meteorological science and technology projects. Besides, the medium-term assessment model of meteorological science and technology programs is also designed in detail. These will give great foundation for the construction of evaluation system.
