Research On Affecting Factors And Evaluation Index System Of Sustainable Development Of Shanghai Marine Economy

In the21st century, the problems of growing population, less resources andenvironmental issues are restricting the development of human society and economy.Therefore the ocean which has a vast space, abundant resources, trade routes, strategicposition and other characteristics has become the focus of global attention. The21stcentury will be the century of the ocean. Our country has abundant marine resources, soour government attaches great importance to the development of marine economy. Ourgovernment not only made the marine strategy as a national strategy, but also issued aseries of plans to support the development of marine economy. How to have a betterdevelopment and properly use the marine resources will be an important topic of ourcountry in the future.Shanghai is most economically developed coastal city of China, and it’s also a citywhich has a large population and relatively scarce land resources. Its economic andsocial development is limited by resources, space, environment and other aspects. But atthe same time, Shanghai is also a city with rich marine resources. So rational usingmarine resources and developing marine economy is an important way for Shanghai tobreak resources, space, environmental restrictions! In order to promote Shanghai’seconomic and social sustainable development and the rational use and development ofmarine resources, sustainable development of Shanghai marine economy strategyshould be put into effect. Over the last few years, the development of Shanghai marineeconomy exposed many problems. Among them, whether the status of the developmentof Shanghai marine economy would be sustainability and how to evaluate the level ofsustainable development of Shanghai marine economy are the top priority problemswhich need to be solved. Therefore, the research of the status analysis of the development of Shanghaimarine economy analysis of sustainable development of marine economy in Shanghai tofind the impact evaluation system put forward a practical evaluation of the level of thesustainable development of marine economy in Shanghai, for others to grasp andunderstand the current Shanghai state of the marine economic development, for thedevelopment of marine economy in Shanghai sustainable development strategies andprovide a practical basis for planning, which has some theoretical and practicalsignificance.Firstly, the statistical data basis for sustainable development of marine economytheory and content and related marine economy on Shanghai from the continuedeconomic, ecological sustainability of resources, marine science and technologycontinue, ocean policy continued, sustained five dimensions of social development toanalyze Shanghai City marine economic development status. Then, in the analysis of thesustainable development of marine economy evaluation index system of the threeessential characteristics-"Development of the "basic" level coordination "and"persistence", combined with the design principles of evaluation index system, designedan evaluation of the regional seas evaluation index system of sustainable economicdevelopment. Finally, relevant statistics, Shanghai maritime economy, the use ofprincipal component analysis of the evaluation were screened using both varianceweighting method for the evaluation of empowerment indicators, evaluation indexsystem in Shanghai to get a sustainable development of marine economy, Shanghaiocean and the overall level of sustainable economic development, sustainabledevelopment of marine economy subsystem level, the sustainable development ofmarine resources, ecological subsystem level subsystems of sustainable developmentand social development level of empirical analysis.The main results of this paper is twofold: First, the factors affecting the sustainabledevelopment of marine economy suffered in Shanghai, the total marine economy continues to grow, industrial restructuring is successful, rich natural resources, science,education, culture and technology professionals with advantages and introduced policiesto support the development of marine economy more than planning for the sustainabledevelopment of marine economy in Shanghai will provide a favorable impact, whilesmaller emerging industries, the level of socio-economic development of the islandbehind the poor health of near shore marine ecosystems, dispersed research efforts,poor independent innovation capability, marine foundation work is relatively weak,marine laws and regulations and other issues should be further improved planning forthe sustainable development of marine economy provides Shanghai adversely affected;second, in the evaluation of sustainable marine economy in Shanghai levels ofdevelopment, in general, from the years1996-2011, the overall level of the sustainabledevelopment of marine economy, Shanghai has gradually increased, and showing agood momentum of development. Among them, the development of marine economyled to the development of society, and with the development of society, which in turnpromotes the development of marine economy; there is a strong positive linkagebetween the two. In addition, early in the development process of the development ofmarine economy in Shanghai technological progress and innovation to improve theability of pollution control and resource utilization efficiency and improve the level ofdevelopment of marine resources ecology; rather late in the development, growthprocess produces more contamination exceeds the benefits due to technologicaladvances, the development of marine economy began to suppress the level ofdevelopment of marine resources and the environment, and bring it down.Finally, based on the above findings, the paper give the followingrecommendations: the ocean economy, the marine industry each time the internalstructure was further optimized, focusing on efforts to develop the island economy; inimproving the health of coastal ecosystems, the strengthening of its own resourceutilization and environmental governance capacity, increase enforcement ofenvironmental protection laws. Marine science and technology in improving thecapability of independent innovation, the integration of Shanghai marine scientificresearch, enhance independent innovation capability of marine core technology; marinepolicy, continue to improve the existing marine planning and related laws, andgradually formed a multi-level system, with practical guidance meaningful planninglegal system.
