China's "13th Five-Year Plan" outlines one independent chapter titled "to expand the blue economic space",and stresses "the construction of marine power" once again.To realize marine power,it's necessary to push the sustainable development of marine economy.Marine economy is an important part of China's economy,and of the economic development mission of costal areas as well.From the perspective of current economic development,marine economy has gradually become a key driving force for the transformation and upgrade of China's economy,especially in the coastal areas.Meantime coastal areas are facing a great threat.The pursuit of the rapid development of marine economy has also brought some problems like over-exploitation and unreasonable utilization of resources and environmental pollution,which may be more serious.Moderate exploitation and reasonable utilization of marine resources and protection of marine environment have become an indispensable part of China's marine economic sustainable development.In order to make the "13th Five-Year Plan" run smoothly,we need to assess current sustainable development capacity and green production efficiency of marine economy in coastal areas.Accurately understand corresponding situations of coastal areas,adjust the future direction of development,and drive well-developed areas to help underdeveloped areas move forward.Therefore,in the context of the "13th Five-Year Plan",this paper will be meaningful to guide the development of regional green marine economy.Chapter 1 first introduces the research background and significance,and then minutely introduces the present domestic and foreign research status from five aspects,followed by the research methods and contents as well as the possible innovations.Chapter 2 defines the connotation of green marine economy tentatively,and puts forward the necessity of developing the kind of economy.And then it discusses the significances of Sustainable Development Theory,Gradient Transfer Theory and Growth Pole Theory on the development of regional marine economy.Finally,this chapter argues the connection between sustainable development capacity and production efficiency.Chapter 3 describes the overall situations of China's marine economy and marine economy in coastal areas from the total and structural perspectives respectively,and then makes comparable analyses of the marine resources and environment in coastal areas.On the basis of the definitions of marine economy and green economy from other scholars.Chapter 4 is about the evaluation analysis on the sustainable development capability of marine economy in coastal areas.Firstly,it explains the principles of index selection and the establishment of index system.Then,it illustrates a new dynamic evaluation method based on TOPSIS,which is established by introducing the weight and time factors to the traditional TOPSIS.Furthermore,weights are obtained by the entropy method.Last,the chapter makes comparable analyses of the differences and trend of the sustainable development capability of China's regional marine economy from the dynamic and static aspects through the model.Chapter 5 is about the evaluation analysis of the economic efficiency of green marine economy in coastal areas.Firstly,it introduces the input-CCR model,its super efficiency model and DEA cross efficiency model.Then,the chapter makes comparable analyses of the present status and trend of green marine economic production efficiency in China's coastal areas through the models.Chapter 6 summarizes the research results of this paper,emphatically analyzes the present situations of five typical regions,including Shandong,Tianjin,Hebei,Shanghai and Guangxi,and puts forward corresponding policy suggestions.Finally this paper illuminates the weaknesses of this paper.
