With the land resources gradually exhausted, some problems such as global warming becomes more and more prominent, it needs a good economic development model to guide the development of economy. Under this background, the "blue economy" arises. Since put forward, more and more countries considered blue economic development and upgrading industrial structure as national strategy, and settled up blue strategy in accordance with the domestic actual situation, the "blue economy" under sustainable development would be an important economic growth pole and the new economic growth model. Shandong peninsula blue economic zone gathered the main advantage resources and advanced productive forces of the whole province, it is strong area of the highest development level, the most potential and the strongest vitality, and it will be the most important growth point of a new round of economic development in Shandong. But how to achieve industrial upgrading, regional coordination and the sustainable development of economy and society in Shandong province through the technology association and economic interaction with land industry to play its technology diffusion and the comprehensive correlation effect is still an important proposition needed to study.From the research of blue economic, the current theory of blue or marine economic has in fact developed from "the sea theory" to pay attention to the integration of sea and land development and regional economic integration phase. But the current hot spot has an emphasis on the study of the theory of the static and the establishment of the conceptual framework, and less attention on the analysis of industry correlation effect between the land and sea. The position and role of the blue industry in industry system is not clear, and lack of effective specific and in-depth analysis of industrial linkage mechanism of technology the land and sea. Thus it is difficult to delve into the blue industry role in promoting industrial structure upgrade and the linkage mechanism. This makes the blue economy in promoting regional industrial structure optimization and competitiveness promotion guidance and support function is weak.Based on this, from the perspective of industry linkage, this paper describes and analyzes systematically the linkage structure characteristics of the blue industry. First, this paper reviews the home and abroad research progress of the blue economic theory, industrial linkage theory and industrial upgrading theory, and lays a good foundation for the research of this paper. Secondly, this paper defines the connotation of blue economy, industry and blue industry contains specific scopes, combined with the status of the blue economic development in Shandong province. According to the existing marine industry and yearbook statistical data, this paper develop the156x156input-output table department for blue industry in Shandong province. And then builds out of the blue industry network model according to Zhao-model. Thirdly, on the basis of blue industry network model established in this paper, we will analyze the industrial neighbor linkage and industrial local linkage of blue economy, such as the industrial degree, the industrial circle, industrial betweeness, industrial structure hole, industrial strongly connected LAN, k-cores and so on. Then fully describe and depict associations and structure of the blue industry. Finally, from the perspective of industry network, this article gives comprehensive evaluation of blue industry’s status and role combined with the current Shandong blue economic development status and conditions based on the above research work of blue industry. And then dig up the closely related blue industry. This paper also put up development strategies and countermeasures of Shandong blue economic and overall realize the industrial upgrading in Shandong province.
