In the21st century, Qingdao Ocean economy has achieved a sustainedａｎｄrapid growth, the level of supererogation and rationalization of the marine industrialstructure continuous to improve, marine industry in the regional layout has becomemore and more rational and optimized, at the same time, marine high-tech industriesand strategic emerging industries also develop rapidly. However, the upgrading ofQingdao Ocean industrial still exists the problems such as relatively low proportion oftertiary industry and the poor conversion rate of marine science and technology, andone of the important factors that cause these problems is the financial. Problems ofcapital contradiction between supply and demand, lack of innovation and imperfectcapital market development are seriously restricting the upgrading of Qingdao marineindustrial.Financial support plays a vital role in the process of economic development,industrial structure optimization and upgrading of industrial efficiency and quality Sofrom the perspective of deepen financial support to explore how to promote theupgrading of Qingdao Ocean industrial, explore new ideas of Qingdao marineindustrial upgrading, find financial support model and propose relative policies andmeasures to structure financial support system of Qingdao marine industrialupgrading, not only has certain significance for the construction of Qingdao financialsystem in theory, but also has a certain reference value in promoting the optimizationof marine industry structure, the enhance of industry quality and the upgrading ofQingdao marine industrialThis thesis which chooses the financial support of Qingdao marine industrialupgrading as the object of study, the following five parts is mainly studied. The fourth part givesan experience introduction of some developed countries which through financialmeasures promoted domestic industrial upgrading. The fifth part on the basis ofanalysis of the development of marine industry and marine industry internal structureand quality condition of Qingdao city, learning from the successful experience ofdeveloped countries, putting forward the selection of financial support modeQingdao marine industrial upgrading and the measures to structure financial supportsystem.The main conclusions are as follows:(1) Currently, Qingdao should choose the financial support model in which bankleading as main (mainly supply leading model) and capital market as supplement topromote the marine industrial upgrading. Including the connotation of the twoaspects: one is in the process of financing indirect financing should be chose as mainand direct financing as supplement, but with the development of capital market andthe internal function mechanism more perfect, the direct financing will play a moreand more important role; the other one is to choose mode of financial resourcesallocation, in which market allocation as base and the government adjust assupplement.(2) An effective finance support system of industry upgrade should be amulti-level and diversified financial support system. The finance support system ofQingdao marine industry upgrading mainly include organization system, investmentsystem, financing system, innovation system and supporting system.
