Study On The Financial Support In The Development Of Regional Marine Industries

Developing the marine industry is not only an important means of strengthening the exploitation and utilization of marine resources and alleviating the current global depletion of land resources,but also a major strategy for promoting the marine economy as a new growth point in the global economy.Under the background of China's strong support for the development of the marine economy and marine finance,and the gradual maturity of the top-level design,it is of important theoretical and practical significance to conduct in-depth studies on the financial support model,implementation path and improvement measures in the development and upgrading of marine industries.As the first national-level new district focusing on "marine economy" and "marine finance",the "New District of Zhoushan Islands " was approved by the State Council in 2011.It is a significant and beneficial attempt to promote financial support for the development and transformation of marine industries,which is of profound typical significance and research value.Based on survey visits and public information,this article has carried out a comprehensive and in-depth analysis of the status quo and industrial characteristics of the marine industry in Zhoushan,and systematically summarizes the major financial needs that exist in the process of development and upgrading of marine industries in Zhoushan.On this basis,this paper analyzes the financial support status of Zhoushan marine industry,and measures the financial supply and demand gap,and further clarifies that there is insufficient financial support for Zhoushan marine industry.Then,this paper analyzes the overall situation of financial support for Zhoushan marine industry through SWOT analysis,and clarifies the direction of future strategic development.Moreover,this article draws on the successful experiences of developed countries such as Norway,South Korea,and Singapore,and puts forward sound ideas and policy suggestions for the development of Zhoushan marine finance.This article argues that building a sound financial support system is crucial to the development and transformation of the marine industry.The current lack of financial support is a shortcoming for the development of marine industries in Zhoushan.It can be considered to learn from the successful experiences of Singapore,South Korea,and Norway,and to perfect it by promoting industry funds,improving marine insurance,and using financial policy guidance functions.Finally,this paper takes the three levels of financing support,risk control support and supporting support as the main body,constructs the overall framework of Zhoushan marine industry financial support system,and puts forward specific construction paths and countermeasures.
