Cultivated land resource is an important material basis for human survival and development, in recent years, accompanied by deterioration in the environment, and the rapid growth of population, the area and quality of cultivated land is under serious threat. Find out the land base, master the current status of the quality of cultivated land, the implementation of land resource management scientifically and reasonably is an urgent problem to be solved. With the development and popularization of precision agriculture, the computer technology and the application of GIS technology to the management of arable land resources has become a hot issue in the field of research and application. China’s second land use survey is independent to the county as a unit, the obtained data is large scale (1:10000or1:2000or greater), detailed but scale single, get the medium and small scale data through generalization can provide reference for the provincial and Municipal Land Department of land macro layout, making large area production development planning.This paper first introduces the land resource management and land use data of comprehensive research and theoretical system, and detailed analysis of the main effects of natural factors and social economic factors of cultivated land quality, according to the study area selected three factors as the comprehensive influence of the factor. Then establish a system of land use data for cultivated land resources management. Its main realized with ArcGIS spatial analysis function and secondary development of ArcEngine. By adducing the example of Wenxi County, Shanxi Province, superimposed current land use map and soil map, formed20285patches, including10665cultivated patches, they are make up of the basic unit of cultivated land resource management. At the same time, ensuring each management unit of land use and soil type are identical. For10665cultivated patches, selecting three influence of arable land quality factor such as the fertility of cultivated land, cultivated land gradient and topographic position as a comprehensive basis, merged the patches who does not fit the area bill through generalization, builds a small scale management unit of large area. Analysis of two indicators area change rate and surface load of all classes after synthesis, make a feasibility evaluation for the result of cultivated land resource management. The evaluation results reflect it has a regularly change on the effect of the synthesis result about three main factors in this paper. This change is mainly due to the differences in the selected factor and its importance for cultivated land quality. The research results can provide a strong reference in the aspect of small and medium scale cultivated land resources management for the area has different terrain, different weather conditions, different soil types, different nutrient and so on.
