Public information pipeline is the important foundation of city planning, construction andmanagement information, is a modern city and efficient and the guarantee of high-quality operation. Atpresent, public information pipeline management is chaotic. When the pipeline is damage ormalfunction, it is difficult to quickly at the first time by the administrative departments of the place tofind out the fault point and the problem, easy to cause public discontent for poor management, increasethe management difficulty. With the development of science and technology, the traditional publicinformation pipeline management way already can not meet the demand of its management. Based onthis,pipelinedesignanddevelopment ofa commoninformationmanagement systemisnecessary.In this article, through reading a large number of literatures, understand current research statusand development of GIS and pipeline management, analyzes the development of GIS, the GIS datamodel, the component type GIS technology and SuperMap Objects and its characteristics. Accordingto user requirements, combined with the actual pipeline of public information management systemfunction demand, data requirements, non-functional requirements, user categories, put forward theprinciple of system design goal and design, has carried on the system overall design, function moduledesign and database design. The overall design of the system adopts C/S (client/server) model systemforthe threelayerstructure(basic datalayer, applicationlayerandfront-end coreapplication).Design of SQL Server as the database system, using VB language and SuperMap Objects and itsSDX engine was carried out on the system development, realized the pipeline data browsing, query,editing, project management, contract management, statistical analysis, input and output, and otherfunctions. Thesis shows this system in detail some of the key features and functions, such as projectmanagement,resourceinputanddatastatistics, etc.)andits operation.Main innovation points of this article were that the system could automatically determine the lineaccess, making it choose to convert access surface freely, which, therefore, raised the efficiency ofinput. Research and practice results have shown that this system is not only user-friendly, easy tooperate and run faster, but also improves pipeline management level and scientific and rationalmanagement decisions owing to the development and use of this public information pipelinemanagementsystem.
