| While China’s economic construction continues making new achievement, roads andother infrastructure construction investment increases, the Road network capability continuesimproving, the contradiction between China’s highway construction and mainten-ance andenvironment protection continues intensifying, the problem is very prominent. To build agood ecological highway, as well as ease and resolve the contradiction between the two, is thepurpose of this article.This thesis that starts probing the root causes of the contradiction, is to find out deep-seated reasons, and it has concluded that deep-seated reasons of this contradiction are theimperfect institution, technological backwardness and lack of funds. Imperfect institutionreflected "part of government failure" and lack of marketization of highway environment. Itshows that the specific performance of government regulation is relatively "loose" at a lowlevel stage, the relevant laws lack pertinence. The phenomenon is common that there is nosound legal system and it is difficult to comply with our now law. The environmental right ofpublic participation is not obviously protected by our laws, the public lack enthusiasm inprotecting the highway environment.The writer creates Theory of Road Environment Marketization, and tries to solve thecontradiction with the theory tool Theory of Sustainable Development and Theory of RoadEnvironment Marketization. The thesis first proposes the model "two security+aparticipation", institution security, technical security, and citizen participation,and points outthat the model is the best solution to exert its effect of fully dependent linkage mechanism ofhighway construction and environmental protection. Also it is an effective way to resolve thecurrent conflict of the two. While affirming that the government played a leading role in theconstruction of highway construction and maintenance of environmental protection, thisarticle points out the mechanisms of market competition, incentives should be introduced intothe institution as the auxiliary of government regulation, the model of the double leverage"government-led, market coordination" in institution should exert its full effect inconstructing the eco-highway. Thus it can stimulate innovation of highway environmenttechnologies and broad the funding sources of highway environment construction,simultaneously the two can provide technical support and reliable source of funding forhighway construction environmental protection. At all, we should also recognize theimportance of citizens constructing the eco-highway, give full play to the wisdom of citizensto pay attention to environmental protection and mobilize their enthusiasm to participate in environmental protection. In the end, the thesis belive that we can build the Eco-highway withthe Linkage Mechanism of institution reform, technological innovation and publicparticipation. |
