Due to the rapid economic development and population growth in Da Qing city,the current sewage treatment plant of Dong Cheng District has become overloadedand it is hard to meet the actual demand. As a result a lot of sewage is directlydischarged without any treatment. The sewage not only affects Da Qing’s ownecosystem, but also causes serious water pollution to the Songhua River. From thispoint of view, it is urgent to build a new sewage treatment plant in Beiershilipao area.This article started with a briefing on the background and significance offeasibility research, followed by an introduction of the present situation of sewagetreatment study, both at home and aboard. It summarized and compared the methodand content of the studies. Then, the article aimed at that the water discharged byBeiershilipao Sewage Treatment Plant, which applies anaerobic-aerobic activatedsludge process to complete Nitrogen and phosphorus removal reaction. After sewagetreatment, the water quality meets GB18918-2002, the first level of emissionsstandards according to the local area’s real situation. This article applied the relatedtheory and method of the feasibility research in the feasibility study evaluation of Beiershilipao Sewage Treatment Plant. Through the feasibility study and the reasonableanalysis on Three Wastes and noise pollution, this article proposes the feasible andeffective measures and suggestions on pollution prevention and control measures. Itwill also serve as a scientific basis for the environmental protection administrativeauthorities to make decisions on project running and to manage environmental issues.This article evaluated and researched the sewage treatment in the following fourperspectives, the necessity of construction, the feasibility of technology, the rationalityof economy and the evaluation of the environment and social benefits. These fourperspectives construct the feasibility evaluation system of the sewage treatment plantproject.This article demonstrated the design scheme of Beiershilipao Sewage TreatmentPlant project via predicting, analyzing and summarizing the natural environment andsocial environment around the area. Further demonstrated the design plan of thisconstruction project, and design a scheme which has a leading the technology,practical economy and reliable quality. In conclusion, this article has solid proofs thatthe implementation of the project has strong feasibility.
