According to official statistics, Jiangsu Province has ranked first by GDP Per Head, and second byGDP. As one of the most economically developed provinces, Jiangsu also has a crazy amount ofcarbon dioxide emissions. A research published in2007by Geographical science and NaturalResources Research Institute of China revealed that Jiangsu was listed as a relatively high carbon area,while Guangdong and Zhejiang with similar level of economic development are listed as low carbonarea. Additionally, significant regional disparity of Jiangsu makes the situation of carbon emissionmore complex, which needs more specific accounting and analysis. Fortunately, urban emissionsinventory just provides a good reference.Urban emissions inventory develops from the national emissions inventory of “Kyoto Protocol”.And at present it has already been cited in some typical large cities and areas at home and abroad.Therefore, this paper made a bold attempt to compile the carbon emissions inventories of SouthernJiangsu Region, Central Jiangsu Region and Northern Jiangsu Region respectively, then summarizesthe emission characteristics of different cities and especially regions. Next, this paper uses STIRPATmodel and Eviews software to make regression analysis on variable coefficients and variableintercepts. Resulting from the analysis above, this paper found the characteristics of overall regionsand individuals as following. Population size, population structure, income level, consumption leveland technical factor are the main factors affect carbon emissions in Jiangsu Province. And theaffective factors and characteristics are different from the overall perspective and individualperspective. Firstly, increased urbanization (i.e., population structure) causes the fall of carbonemissions for the whole Jiangsu Province. But in the Southern Region and Central Region, theincreased urbanization will cause carbon emissions increase, only in the Northern Region, theincreased urbanization will case a decline of carbon emissions. Secondly, the increase of per capitaconsumption expenditure will cause the increase of carbon emissions for the whole Jiangsu Province.But in the Southern Region, the increase of per capita consumption expenditure will lead to thereduction of carbon emissions. Additionally, this paper made a logarithmic validation of EKC, whichverifies a conclusion in the previous STIRPAT model further—the more developed the economy, themore carbon emissions.In the end of this paper, some policy recommendations were presented to reduce carbon emissionsin Jiangsu Province. Firstly, establish a complete and interactive system of urban carbon emissionsinventory to grasp the status of carbon emissions timely. Secondly, clear the region developmentstrategy and promote the health upgrade of industrial structure. Thirdly, develop green energy,optimize energy structure. Finally, raise residents’ awareness of energy conservation, guide theupgrade of consumption structure.
