Research On Safety Control Model Of Coal Mine Outsourcing Projects

Currently, coal mine outsourcing accident is one of the main causes of majorcolliery accidents in China with frequent colliery accidents, severe safety situationand complicated management content. Therefore, the safety control model of coalmine outsourcing projects was studied to find out effective measures on improving thesafety situation of coal mine outsourcing projects in this paper for its severe safetysituation and frequent colliery accidents.Firstly, the safety situation and characteristics of coal mine outsourcing wasstudied and then a three-phase game model among coal mine enterprises, outsourcingteam and outsourcing workers using the economic game theory, which is gameanalysis between coal mine enterprises and outsourcing team, game analysis betweencoal mine enterprises and outsourcing workers and game analysis among coal mineenterprises, outsourcing team and outsourcing workers. Based on the analysis of thesafety situation of coal mine outsourcing and game results, the safety control model ofcoal mine outsourcing projects should be studied from four aspects, namely safetymanagement system, safety management process, regulation from coal mine andincome distribution. The five unified management of outsourcing project wereformulated based on above analysis, namely unified arrangement of safety work,unified implementation of rules and regulations, unified incentive arrangements,unified security checks and unified construction of safety and quality standards.Therefore, the safety control model of coal mine outsourcing projects, namely “5+3”,was constructed and then its implementation plans and processes were proposed. Itturned to be effective for the safety control model to solve the safety situation ofoutsourcing projects. Finally, a set of effective safety management andcontrol assurance system was constructed to protect the implementation of“5+3”safety control model.
