As the process of industrialization and urbanization in our country,a lot ofindustrial enterprises closed down or moved out the cities,leaving a great many ofcontaminated sites. These sites located at the heart of the city, they are are buried deepunderground, but they are threatening environment and public’s health seriously.Contaminated sites remediation is faced with severe challenges, and the work is notonly hard but very complex,,but at the same time,it can bring new opportunities toeconomic and social development. on the one hand remediation can eliminatepollution in the soil, promote the development of circular economy, on the other hand,it can replace the urban land to improve the urban landscape,and to guide thesustainable development of the city.Western countries have industrialization one hundred years earlier than ourcountry. The thesis introduce us their perfect legislation on pollution sites andsuccessful repair modes, providing important reference for China.In our country, research on contaminated sites remedication has just started, theenvironmental management and remedicated system are facing many difficulties. Forexample, lacking of relevant laws and regulations, standards;basic information aboutcontaminated sites is not yet clear;the responsible subjects are difficult to define,financing difficulty; the public ignorant of the details about the sites, they need toenhance their rights.In view of the shortcomings,the focus of this thesis is that puts forward legalsystem abont contaminated sites remediation, combined with the actual situation ofour country. Formulating the law on the prevention and control of soil pollution,at thesame time, legislate special laws, regulations and standards, what’s more, eachprovince should formulate local laws according their actual situation. Investigationand evaluation must be institutionalization and standardization. Polluters are responsiblefor remediation, beneficial owner can offer some compensation, and the owner of thesites undertake the rest responsibility. Building multi-channel, diversified financingmechanism. Perfecting the information disclosure mechanism, guarantee citizens’right to know the information on sites, and right of legal remedy. Broaden thesupervision channels to strengthen supervision.
