Regional green space is an important part of urban space, also the significant spacial factor of regional ecological network. The regional green space planning plays an important part role in planning system and land use of urban space. The New-Type Urbanization State Plan (2014-2020) proposed to build regional ecological networks relying on rivers, lakes, mountains and other natural geographic pattern. And planners who worked out urban green space plannings of Shanghai in different space level and different period focus on the panning and implementation of regional green space. Then The Basic Ecological Network Planning was proposed in2008. But the separation stands between the establishment and implementation of urban green space system planning which is a part of urban planning, thus resulted in the poor implementation of urban green space planning and the failure of some safeguarding policies. So this paper tried to build a bridge between the current green space and relevant policies by constructing an index system testing the consistency of the two. It used their consistency as the standard of policy implementation effectiveness evaluation to find the existing problems of the policy system and to raise policy evolution strategies.Firstly paper study status quo of implementing of the regional green space in Shanghai. The study scope of this paper area extends north to Suzhou River, south to the Huangpu River, east to Shanghai Outer Ring Road (A20) and the A4highway, and west to the administrative boundary of Shanghai and the east of Dianshan Lake. This area includes Qingpu District, the vast majority of Songjiang District, and the western part of Minhang District, which is over1200square kilometers on the total. Based on the basic theories and methods of ecological networks thoughts and landscape ecology, and combined with the aerial images of the study area in2011, this paper portrayed its present green space by AutoCad software; did statistical analysis on different types of green space, such as patch-corridor-matrix, by ArcGis software; and made comments on the green space of the study area from two aspects:the green space composition and spatial structure of the study area.Next, this paper established the green space planning policy system of Shanghai from the view of the national, provincial and local spatial dimensions and from the division of policy system functions (①laws, regulations, standards;②planning policy;③management, penalties and incentives); and blueprinted further green space planning based on refined corridor and large patch spatial data within the study area. Brief evaluations on the outcomes of the previous two parts were also given in this paper.Then a three-level consistency evaluation index system would be introduced. The first-level indexes were spatial structure, relevancy, and coordination within which only the first aspect was slightly good. The9second-level indexes contained27three-level indicators by quantitative and qualitative analysis. The evaluation result was5in excellent,6in good,1in fair,11in worse, and4in worst. Totally, the status quo couldn’t match the policies well.Finally, with the evaluation results considered, this paper summarized the main problems that existed in the policy system of regional green space management, and put forward relevant strategies to improve it.
