To promote coordinated development of economy and environment, promote thesound and rapid economic development in China become one of the goals of economicdevelopment. Since21st century, the central provinces have been setting up urbanagglomerations as a regional economic growth pole, aimed at promoting regionaleconomic growth, promote the rise shapely of central China. However, whether urbanagglomeration improves the element output and promotes the coordinateddevelopment of regional economy? Whether urban agglomeration ensures theenvironmental benefits effectively and realizes the sustainable development ofeconomy and environment in the process of economic growth?Based on the theory of agglomeration economies, growth pole theory andenvironmental space spillover mechanism, this paper using spatial econometricmethods to analysis the economic、environmental benefits and spillover effect of576cities and counties in the central region. First, based on the theory of the relatedregional economic growth, combing the source of the economic benefits of urbanagglomerations, urban agglomeration spatial spillover mechanism of economicgrowth.With related environmental and economic growth theory and the relatedresearches of environment space spillover, combing the relationship betweenpollution and economic growth, and environmental (pollution) spatial spillovermechanism. Secondly, using the panel data from2003to2011of576three levelscities (prefecture and higher cities, county level cities and rural counties) in centralChina, this paper constructs spatial lag model in the form of production function andutilizes the two-stage least squares method fixed effect model to analyze its economicbenefits and its spillover effect, meanwhile, using80prefecture and higher cities’panel data to construct extended EKC model. The first model results show that urbanagglomeration construction attract elements to urban agglomeration, promoted theurban regional economic development, and central cities in urban agglomerationobtained higher capital output; However, the excessive concentration of public servicefacilities, has produced obvious congestion effect and agglomeration diseconomy; It isworth noting that urban agglomeration economic growth has significant diffusioneffect on prefecture level cities, while the county-level city and county has obviousrefluxing, urban agglomeration growth inhibit the development of county level cities; And the EKC spatial lag model results show that so2emissions and per capita outputis inverted u-shaped relationship and current per capital GDP has passed the turningpoint, while per capita industrial waste have a square decrease with output per capita,but both explain the central regions economic growth helps to reduce pollutionemissions; FDI stock can effectively reduce sulfur dioxide and industrial wasteemissions of central cities in urban agglomeration while increase industrial wasteemissions of other cities beyond urban agglomeration; The improvement of educationlevel is helpful to reduce the city environmental pollution, but the excessiveconcentration of public services has produced obvious negative externality ofenvironment; The so2emissions have positive spillover effect in current process ofconstruction of urban agglomeration, though spatial spillover effect of industrialwastewater discharge is not significant, but overall environmental benefits of theconstruction of the urban agglomerations are benign space overflow, theenvironmental quality of urban agglomeration in central cities will promote theimprovement of other regional environmental quality. Again, combined the economicand environmental benefits of urban agglomerations construction to take acomprehensive analysis shows that: the urban agglomerations construction effectivelypromote prefecture and higher cities economic growth; And from per capital so2andindustrial wastewater emissions show economic growth could effectively reducepollution emissions, suggests that the current urban agglomeration of centraleconomic development improve the environment of the city at the same time; Percapital so2of prefecture and higher cities within group have a positive spillovereffects, industrial waste water’s overflow can offset due to the transfer of pollutingindustries, but overall the central urban agglomeration not only protect theenvironment and promote the economic develo pment; In conclusion, the study putsforward the corresponding policy recommendations on the basis of the above analysis.
