On The Ecology Responsibility Of Local Government In The Process Of Building The Ecological City

China’s economy has rapid development as more than30years’ reform andopening-up, however, our country’s ecological environment was deteriorated sharply:Natural disasters occur frequently, the land desertification, air and water pollution areserious, the greenhouse effect causes global warming, the natural resource wasexploited excessively, these problems in turn has seriously hindered the healthydevelopment of our country’s economy. Especially in the process of ecological city’sconstruction, if blindly at the expense of the ecological environment, then theconstruction of ecological will have big hamper. As the main body of ecological cityconstruction, government is protecting the ecological environment, so it should havevital effect in constructing ecological civilization. However, in the process of economicdevelopment, the Chinese government, especially local governments have beenfocusing on economic development, while ignoring the protection of ecologicalenvironment, Causing the deterioration of ecological environment in our country, andthe construction of ecological city is seriously challenged. In the face of such serioussituation, the government, especially the local government should shoulder theresponsibility in the ecological city’s construction and play its own ecological functions.In such context, the paper touches upon how to construct the ecological responsibilitysystem that the local government should have in the process of ecological urbanconstruction.In this paper, structure is mainly divided into five parts, Part one mainly introducesthe background, meaning of topic selection, and the research overview,researchmethod,main points about government’s ecological responsibility at home and abroad,and also the related theories of local government’s ecological responsibility; The secondpart mainly expounds the definition of local government’s ecological responsibility, andthe necessity of fulfilling ecological responsibility in the process of our country’s ecological city construction; The third part mainly analyzes the lack of ecologicalresponsibility’s performance of our country’s local government and the reason; Theforth part mainly through analyzing the patterns and methods about the other countries’local governments that how to assume ecological responsibility, sums up theirsuccessful experience, and provides reference to us. On the basis of previous analysis,and aimed at the questions existing in the ecological responsibility’s performance, partfive mainly offers some proposals in constructing the ecological responsibility systemfor local governments in the part of democracy, law, economics and culture.
