Research On Regulatory Methods Of Environmental Protection In Railway Project

In recent years, with the development of railway construction, endless problems appear which are caused by railway construction. Surrounding places are also affected badly. It’s an urgent for us to find out what kind of supervision methods we should adopt and how to make it effective to reduce the influence on the environment when building railways. Reducing or putting an end to railway environment pollution and recovering the loss of road area ecology are also involved.Railway construction is the national construction of infrastructure and the problems occurring under construction are endless. The environmental problems cannot be solved effectively under the adjustment of market mechanism. The reason is that the smooth undergone should be in some ideal conditions, which are difficult to meet. So market failure occurs. The existence of market failure provides the government with reasons but government failure will sometimes take place in the interference. Owing to the existence of market and government failure, public has got the opportunity of participation. Public can lower the cost of social management as volunteers of the environmental benefits and environment-protection surveillance. And also they contribute to the reduction of the loss of environmental resources.Based on the statement of the relative theory of environment protection surveillance, this essay firstly analyzes the elements, characteristics and classification of railway construction. What’s more, it deals with the different periods of railway construction surveillance, especially the construction period, which concerns how to protect the current surveillance, what the problems are and why. In addition, by building a game theory model to analyze the static and dynamic game of the national environment department, construction units and public, this essay studies the influence of the public and our national environment protection department on the environment protection surveillance. Last but not least, to improve the surveillance measures of protecting the environment when building railways, some relative policy suggestions and measures are put forward, including two development strategies, which are "Society-Ecology-Environment" trinity and "Government-Construction Units-the Public" tripartite win-win.The essay contributes to improve the environment protection surveillance of building national railways and other large-scale construction of infrastructure.
