As one of the largest professional transportation of crude oil port in China, Qingdaooil port area brings local region good economic benefits. However, reoccurrence of oilspill accidents also caused great loss to the loca and are detrimental to the economicand social development.Conducting scientific and rational prediction for the possible oil spill accidents inport area, taking proactive defensive measures, analyzing the dynamic behavior of theoil spill swiftly and precisely, taking effective and efficient control of oil spill andremoving oil spill without delay should be the concentration of the prevention andcontrol of oil spill in current port area.This treatise aims to conduct comprehensive analysis on the navigation condition,meteorological factors, surrounding environmental sensitive targets and managementsystem of Qingdao oil port area. Besides, the information of relative facilities like rearstorage zone and ground or underground pipelines are introduced. In addition, the oilspill accidents that maybe happen and their influence on ecological environment onsea or land area are estimated. Also, the drifting trajectory of oil spill and its region ofimpact are simulated and analyzed contrastively in several different meteorologicalsituation by using “oil particles” model, scientific computational formula andprofessional calculation software. After thorough computation, three mainconclusions can be drawn as following:(1)Because of the narrowness of the Jiaozhou Bay mouth, the particularity ofhydrology-weather condition and careless omission of the port management, theprobability of oil spill accidents in this area is relatively considerable. According tothe risk assessment guidelines and relevant equation, the risk level of oil port area aremiddle and high ranking.(2)After the simulated calculation, if the middle-sized oil spill accidents occur inthis sea area, aquaculture areas and tourist areas near the accident area will be threatened in48hours. More seriously, explosion and fire occurrence due to the oilspill accidents happened in rear storage area will damage the facilities and structuresaround115m range of the port.(3)This paper presents a scientific and reasonable precautionary and governingmeasures according to research verdicts. These measures have considerablecontributions to the promotion of predictions and emergency abilities of Qingdao Port.Furthermore, these measures also have positive effects on the protection of oceanenvironment surrounded the Jiaozhou Bay and improvement and amelioration ofemergency plan for pollution in Qingdao sea area. They also can be referenced bydomestic and foreign port.
