Climate change, especially global warming, has profoundly affected the survivaland development of human society and it has become one of great significance andgenerally concerned global issue to the international community today. More and morecountries have recognized that we should actively cope with climate change and becommitted to reducing greenhouse gas emissions.The Chinese government highly prioritizes climate change issues. The12th-FiveYear Plan For National Economic and Social Development has put forward to establishand perfect the statistics and accounting system of Greenhouse gas and to establish thecarbon emissions trading market gradually in the future. The carbon emissions tradingbased on particular project is one of the important content of carbon trading. So thestudy on carbon emission reduction based on project is necessary.Referring to the clean development mechanism (CDM) methodology, the EuropeanUnion Emissions Trading System and the voluntary emissions trading system in ourcountry, combining specific industrial waste heat heating projects, this paper exploredand researched the calculation, monitoring and verification methods of utilizing theindustrial waste heat for carbon reduction in China. Firstly, this paper introduced thecharacteristics and difficulties of the waste heat heating technology, and proposed thesuggestions how to select the industrial waste heat heating projects scheme. Secondly,this thesis analyzed the necessity and difficulty in carrying out MRV in the waste heatheating projects and put forward the calculation, monitoring and verification methods ofutilizing the industrial waste heat for carbon reduction, including the selection of projectboundaries, the identification of baseline scenario, the calculation method of thegreenhouse gas emissions reduction, and the application of monitoring, reporting andverification. Finally, the practicability and operability of the proposed methodology inachieving the MRV of industrial waste heat heating projects were verified throughspecific cases, and combined with project cases, the influencing factors of the wasteheat heating project for greenhouse gas reduction were analyzed.This research canprovide technical guidance for the calculations, monitoring, reporting and verification ofcarbon reduction of the industrial waste heat heating project, and participating indomestic and international carbon trading successfully. |
