The studies of risk analysis, assessment and emergency system are very important for the safety management of oil depot. It will be advantage for advancing the accident emergency ability to analysis and assess the hazards and establish emergency system. In this paper, we took Wangfangdian oil depot as the research object, the risk analysis, assessment methods, process and details were studied based on the characterization of the oil depot risk. The composition of emergency system, principle and major task were also studied.The risk of oil depot has three aspects:the risk of buildings, the risk of devices and the risk of operations. During the risk analysis of buildings, the safety checklist analysis (SCL) was applied to analyze the site selection, ambiance and internal layout according to the nations’laws, regulations and design specifications etc. During the risk analysis of devices, the analysis was carried out by calculating the leak rate, blaze parameters and heat radiation parameters to assess the risk of the equipment. During the risk analysis of operations, analytic hierarchy process (AHP) was chosed to establish an operation evaluation system of Wangfangdian oil depot to study the indicator system and the weighting factors.Based on the assessment of oil depot, the emergency system problem of Wangfangdian oil depot were analysed and studied. Some advises were brought up for the accident preventions, safeguard mechanism and tank fire hazard rescue.The studies of this paper synthetically used the safety scientific theory and take into account of the oil depot realistic situations. The results have pertinence, so it will be useful for the safety level improvement of Wangfangdian oil depot.
