Global warming as the main sign of climate change has become a huge threat to humansurvival. Since human civilization comes into the industrialization, economics and societydevelop fast, greenhouse gases such as carbon dioxide from the burning of fossil fuels have beenoutside the confines that nature can afford which is a huge threat to the sustainable developmentof human civilization. Since the United Nations conference on environment and development inRio DE janeiro, Brazil, the international community have experienced several rounds ofnegotiations on climate change, also the countries go on an intense game. Because in recent yearsChina’s economy and the amount of carbon emissions have come into the front of the world, theinternational community calls for China’s carbon reduction responsibility grew more intense. Theclimate problem is already beyond the purely scientific category and has become a globalpolitical issues, China should be cautious on the impact of the political and economic aspectsproblem that could bring by the impact of climate change.This article study China’s carbon reduction strategy under the background of the globalclimate policy game mainly from the four aspects. The first one is to grasp the interest groups inthe global climate policy game and the trend of climate game by review the development historyof global climate policy game. Second, measure the influencing factors of China’s carbonemissions and contribution of each factor by using the carbon emissions estimation method in thefourth assessment report of IPCC to estimate China’s carbon emissions data in recent years, andby using LMDI factorization model to measure the relevant data in China in recent years on thebasis of KAYA identities. According to the results of the model and related data, to compareindexes such as China’s energy structure, carbon emissions, per capita carbon emissions andcarbon intensity with the main developed countries Third, on the basic of the comparative studyon some countries’ carbon reduction policy, analyze China’s existing carbon reduction measuresand reference the successful experiences of carbon reduction policy from all over the world. Thefourth one, on the basic of China’s carbon emissions and carbon emission reduction policies, usegame model to analyze the aspects that influence China’s climate strategy and what strategyChina should be taken in the global climate policy game.Based on the above research results, this paper puts forward the basic strategy in a newround of global climate policy game. The climate problem concerns the sustainable developmentof the whole human beings civilization, and China should maintain a consistent set of powers onthe climate and should participate in the global climate game with a positive attitude. Althoughthe total amount of China’s carbon emissions is huge, China’s per capita carbon emission havejust reached the international average level and is far lower than the main developed countries.So in climate game China should adhere to the principle of "common but differentiatedresponsibilities", and hold together with developing countries, strive for development. At thesame time, China should actively seeking international cooperation and regional cooperation, participate in the international carbon trading market, and actively promote the domesticeconomy’s growth follow a low carbon development path, and improve the quality ofdevelopment and the overall competitiveness, strive for an initiative position in the global climatepolicy game.
