In the trend of saving energy, China’s energy consumption structureneed to be improved immediately, thus natural gas is vigorously promotedand widely used, as the country’s natural gas pipeline networkconstruction maturing, the overall size of the natural gas consumer markethas shown rapid growth. However, because of the limited size of China’snatural gas reserves and production, the current supply gap is expandingeach year, and due to the pipeline construction costs as well asgeopolitical and other factors, pipeline imports of natural gas does not fullycompensate for the shortfall. Thus, as the LNG technology maturing andglobal market gradually forming, through importing LNG to make up thesupply gap in the market has become a reality.Since the LNG is most transported by sea, the LNG receivingterminal station construction work becomes extremely important. BecauseLNG terminals are built around the port, so the site of LNG terminalsdirectly determine the location of the station. This paper stands theposition of a regional logistics network planning, on the one hand thispaper summed up the LNG terminal siting factors through qualitativeanalysis, on the other hand analyzed the station investment and operatingcosts for dismantling analysis, and ultimately to establish a0-1nonlinearprogramming model with the lowest total cost of the project objectives,and solved this question through the wide application of genetic algorithm.In addition, the paper also analyzed the Pearl River Delta region throughempirical analysis, further confirmed the validity of the model.Overall, unlike traditional jetty location problem, the maininnovation of this paper is to combine the specificity of LNG terminal construction, from the perspective of the logistics network planninganalysis to solve the problem of LNG terminal’s site, providing the LNGterminal siting study field a new perspective.
