The Research On The Current Situation And Countermeasure In Low Carbon Culture Construction In China

The UN Climate Change Conference was hold in Copenhagen the capital of Denmarkin2009,once it was regarded as “the history of the cattle of the conference”,“the last meetingto save our planet”. Although the Conference was ultimately ended just a paper without anylegal binding agreement, but the word “low carbon” is magnified and spread, the word set offa wave of low carbon. People all over the world advocate energy-saving emission reductionand low carbon life through various activities. The low carbon theory develops in the supportof the theory of global warming, the booming of strong environmental protectionconsciousness, the control of international legal rules, especially under the induction of hugeeconomic interests. In the face of this low carbon wave, low carbon development will becomethe main direction in China for a long period. The development of low carbon economy, theconstruction of low carbon society, not only need the investment of the capital, the innovationof the technology, the perfection of the system, but also need understanding and practice fromthe height of culture construction. We can establish low carbon culture of a kind of Science inthe whole society, and integrate into everyone’s the production and living, then the thought ofthe low carbon culture will be ingrained in the hearts of everyone and internalized into thecode of conduct and ethics that everybody must abide by. Then the low carbon culture willproduce a strong power which can promote the development of low carbon economy andall-round progress of social in China. This paper is based on summarizing the research literatures of the low carbon culture,analysis the theories associated with low carbon culture construction and combination the lowcarbon concept in narrow sense and the culture concept in broad sense, discussion the presentsituation and countermeasures about low carbon culture in China from the point of view ofgeneralized low carbon culture. This paper considers that low carbon culture is low carbonconsciousness, low carbon concept, low carbon knowledge, low carbon idea, low carbonattitude, low carbon practices, low carbon belief, low carbon technology, low carbon artifacts,low carbon standard and low carbon system that about reducing carbon dioxide and othergreenhouse gas emissions. The main resistance of low carbon culture construction in ourcountry performances in seven aspects, such as the every game and challenges under thepressure of globalization, the difficulties to adjust the economic structure, the baddevelopments in low carbon market mechanism, the weakening of our government in lowcarbon management, the underdevelopment in low carbon technology, lag behind relatively inlow carbon education, the backward construction in low carbon system, then points out thecountermeasures to solve China’s low carbon culture resistance in many aspects, such as thestrengthen the low carbon concept and low carbon life, construct the low carbon economicstructure, promote the government’s low carbon management, develop the low carbon scienceand technology, launch the low carbon education and establish low carbon system.
