Study On The Problem Of Rural Ecological Environment In Xinzhou City

China is an agricultural country. With the rapid development of economy, the primaryindustry chain gradually shifts to the secondary industry and the ecological environmentproblems have been highlighted. Because the government does not attach importance tothe protection of the rural environment, it is more common that environmental protectionmainly concentrates on the city. Farmers’ environmental protection consciousness, thedevelopment of rural industrialization and the lack of government functions lead toincreasingly serious environmental pollution in the vast rural areas, which severely restrictsthe new socialist countryside construction and agriculture sustainable development.With the special geographical position of Xinzhou city in Shanxi, rural environmentalpollution is more serious. It has important significances and values to study and solve theproblem of rural ecological environment in Xinzhou city. It is conducive to changingagricultural technology and agricultural production to enhance agricultural productionefficiency, to improving farmers’ livelihood and to building a new socialist countryside andto coordinating the development of urban and rural areas.Based on the theories of Marx’s ecology view, the ecological environment constructionand other related theory, the paper learns from some successful experiences of resolvingthe problem of rural ecological environment, analyzing the problem of rural ecologicalenvironment in Xinzhou city with the first-hand data from rural residents and industrialand mining enterprises. The paper uses the combined method of empirical analysis andnormative analysis to study the rural ecological environment problems in Xinzhou city andhas obtained the following research results and conclusions.First of all, by sorting out the policies and measures to resolve the problem of ruralecological environment problems, the necessity and importance of this research is pointedout. Secondly, through analyzing the concepts of “ecological environment” and “theproblem of ecological environment”, this paper analyzed the relationship betweenecological environment construction and the problem of rural ecological environment.Based on these, the theoretical foundation of the paper is explained, which are the theoryMarx’s ecology view, the concept of sustainable development and harmonious societytheory. Thirdly, with the related literatures and the investigation, this paper analyses the rural ecological environment problems in Xinzhou city. The problems include thedestruction of vegetation, water pollution problem, soil pollution problem, air pollutionproblem and solid waste pollution problem. Then, this paper analyzes the causes of therural ecological environment problem in Xinzhou city. The main reasons are the transitiondevelopment of ecological resources, shortage of agricultural chemical technology, ruralproduction and living pollution, the pollution of industrial and mining enterprises and thelower environmental awareness of the farmers. Finally, this paper puts forward somemeasures to solve the problem of rural ecological environment in Xinzhou City from thesystem level, science and technology level and moral level. From the system level, themeasures include to implement ecological compensation policies, strengthen thesupervision of industrial and mining enterprises and rational planning and management inrural areas. From the science and technology level, the measures include to accelerate thereform of the sewage technology of industrial and mining enterprises, strengthen theagricultural waste reuse and develop the ecological agriculture. From a moral level, themeasures include to guide the change of farmers’ concept, improve the awareness ofenvironmental protection and set up the ecological civilization view.The main innovation of this paper is systematically exploring the rural ecologicalenvironmental pollution in Xinzhou city from the actual life of farmers and industrial andmining enterprises production and proposing some corresponding countermeasures tosolve the problem of rural ecological environment from the system level, science andtechnology level and moral level.
