In years, by taking advantage of its excellent port conditions,Fujian provinceprompted the petrochemical industry rapidly using importing oil resources. Hitherto,the output value of the petrochemical industry, one of the three pillars of theprovincial economy, had been reached up to nearly400billon RMB. Gulei peninsulalocated in south Dongshan Bay planed for the development of petrochemical industrywas one of the two core regions for Fujian provincial petrochemical industry. Theexpected petrochemical industry production output in2020of Gulei peninsula planedto be the level of50million tons. Therefore, Dongshan Bay confronted increasinglyhigh stress on marine environmental protection from preventing oil spills. Hence, tosufficiently promote the emergency management level of marine oil spill risks, toprotect the admirable nature in the Dongshan Bay and to improve the regionallysustainable development, a coast zones‘vulnerability assessment research andoriented strategy research was developed in this research.In this dissertation, through summary of national and international research onecosystem vulnerability assessment, the marine ecosystem vulnerability was classifiedinto―vulnerability of structure‖and―vulnerability under stress‖by their differentstructure elements. Vulnerability of marine ecosystem structure was consisted of thesystem‘s susceptibility and resilience to exogenous disruption,, and marine ecosystemvulnerability under stress was based on the vulnerability of structure and incorporatesexposure to possibly exogenous disruptions. In accordance with the respectivecomponents of the marine ecosystem vulnerability, the indicators of coastal zoneecosystem vulnerability under oil spill scenario were categorized and a newvulnerability assessment system for coast zones under oil spill scenario on the basis ofthree components―susceptibility-resilience-exposure‖was constructed. Taking theDongshan Bay as an instance, marine ecosystem vulnerability assessing indicatorswere graded as well as given a value respectively using the Cluster Analysis methodas a conference. Analytic Hierarchy Process and the Delphi method were performed to quantify each vulnerability assessing indicator‘s weight. Finally, Comprehensiveassessment method was used to study on coastal zone‘ecological vulnerability underoil spill scenario.The result of this research demonstrated that the extremely ecosystem vulnerablezones and ecosystem vulnerable zones for vulnerability of structure mainlycentralized nearby the north tip region of Dongshan bay, the estuary of Zhangjiangriver‘s Mangrove Nature Reserve. Mid-vulnerable zones were situated at the southmouth of Dongshan bay, where the Dongshan Coral Nature Reserve located. Insidethe bay, other part showed slightly vulnerable or less-vulnerable. Marine ecosystemvulnerability of coastal zone under oil spill scenario analysis results showed that:the Gulei Peninsula at the east Dongshan Bay was also an enviorment ecosystemvulnerable zone. Finally, some suggestions of oil spill emergency and marine riskmanagement were provide by considering the result of marine ecosystem‘svulnerability evaluation.
