In recent years, with China’s rapid economic development and quick grossdomestic product (GDP) growth, people’s lives are getting better and better. However,environmental condition is getting worse. The contradiction between economicdevelopment and environment protection becomes more and more acute. Theeighteenth report of Party Congress points out that we should full implement theeconomic construction, political construction, cultural construction, social constructionand ecological civilization construction of the five general layout; expand a civildevelopment path with development and wealth, and to build a beautiful China. Thisshows that the Central Committee of the Communist Party of China puts constructionof ecological civilization in the prominent position.Ecological civilization is considered to be a new era in the development of humanhistory. It is a new form of civilization, which is important than industrial civilization.Ecological civilizationemphasizes that manandnatureis the organicunityofthewhole;the basic aim of ecological civilization is the harmonious development between person,natural and social development. In such an age of highly developed science andtechnology, science and technology exists in every aspect of our life.. As the firstproductivity, science and technology decides the mode of production and productivitylevel of our society. To achieve ecological civilization construction, Mature science andtechnology measures must be adopted to change mode of production, improveproduction efficiency and utilization of resources, therefore, how to develop and makeuse of science and technologyin the service of the development of ecological economy,building green ecological economic model is the key point of this study. Constructionof ecological civilization can be divided into several layers, county ecologicalcivilization construction as the basis of ecological civilization construction, is also thekey point. The county is the combination of rural area and urban area, and that’s why ithas multiple characteristics. This article starts from the county level, and explains howscience and technology supports construction of ecological civilization.This article attempts to research and analyze the role and influence of science andtechnology in ecological civilization construction from the perspective of philosophy.Starting from the concept and connotation of ecological civilization, the construction ofecological civilization of the connotation and the basic principles are analyzed andexpounded, and overall situation of our ecological civilization construction and thepresent situation of ecological civilization of county level are also analyzed, afterfinding out the existing problems, the cause of the problem are analyzed. TakenPengshan Countyas a example, through analysis of ecological civilization construction and ecological civilization theory study, we find out the deficiencies and problems inPengshan in aspect of ecological civilization construction, these problems are mainlyscience and technology lacking,in both concept and technical mastery. We also studyhow to use the means of science and technology to realize construction of ecologicalcivilization in Pengshan.This article is divided into five chapters:The first chapter: Introduction. It includes the introduction of the researchbackground and the significance of the topic, also the analysis of the domestic andabroad related literature research, and explaining of the research ideas and methods areintroduced.The second chapter: Firstly it expounds the concept of ecological civilization,enumerate several authority representative of the views, and then put forward theconstruction of ecological civilization concept, connotation and its basic principle, thefinal analysis shows that the relationship between ecological civilization constructionand the development of science and technology, and the significance of science andtechnology for the construction of ecological civilization.The third chapter: It mainly analyzes the current situation and problems of thescience and technology support for ecological civilization construction in China. First,it introduces the present situation of ecological civilization construction in our county,and then analyzes the existing problems of the factors. Also it focuses on analysis ofcurrent situation and problems of science and technology support in the construction ofecological civilization in China.The fourth chapter: It is a combination analysis of Pengshan County’s case, first itintroduces Pengshan County’s ecological civilization construction and the existingproblems in the construction of ecological civilization, and Pengshan County’sproblems and current situation of science and technology support in ecologicalcivilization construction, then it analysis the reasons of these problems and factors.The fifth chapter: The summary of the full text sections. Through PengshanCounty’s examples, it mainly highlights how to use technology to support the advanceof ecological civilization construction in county. And the countermeasures are mainlyscience and technology, by means of this, we can speed up the upgrading of industrialstructure, expand the scale of the industry, and build the ecological green economy.
