With the establishment of the management system in modern petroleum industry, Party A and Party B, and with the rapid development of drilling information technology, the supervision pattern and quality surveillance system of drilling construction has changed accordingly. So, it is of great importance that the Party A’s Drilling Supervision System is implemented according to current well drilling supervision pattern. The implementation of the system can not only meet the demand for fundamental interests and management requirements of modern petroleum enterprises, but also it can drive the drilling construction and management in China to become more scientific and informationized.The paper conducted the investigation on the management pattern of modern petroleum enterprises in depth and wide. First, this paper carries out the overall design of Party A’s Drilling Supervision System from the view of networking construction and system integration considering the actual working features of drilling engineering such as multi-process, multi-user, multi-userlevel(Oilfield company managers-drilling supervisors-drilling operators). Second, based on the characteristics of drilling construction information and supervision data it built the database of these information, and achieved data sharing to provide data resources for the daily work of drilling supervisors and management work of oilfield companies. Third, this paper studies and analyzes the job duties and workflow of drilling supervisors, and have designed the supervision module of drilling supervisor in order to help fulfill their duties. In addition, making full use of drilling construction information, a drilling quality evaluation system is built and a new well-bore quality evaluation method, Scorecard Approach, is raised.Last, by the use of C#Programming Languages, the main function modules of Party A’s Drilling Supervision System is implemented with the technology of Object-oriented, COM components, and DLL.
