Research On Baosteel Blast Furnace Overhaul Project HSE Management

At the the later period of the fifteen Five-year Plan,with the change of construct human resource marketing,the project subcontractors are used widely in construct projects.The health safety&environment (HSE for short) management cant be controlled,frequent duty-related death&injurys bring the severe situation of Baosteel s construct area. The control effect of the main contractors management cant content the Baosteel s safety&environment policy&objective limited by the traditional engineering project HSE management mode.The project HSE management mode should be improved&innovated in theory and practice.Looking the HSE management as a project, based on the Baosteel s blast furnace overhaul project,this thesis research on combining the theory between project plan&control management with modern project HSE management. From making the HSE management plan to practising in the Baosteel s blast furnace overhaul project, thesis works out a new project HSE management mode.From learning the ways and means of foreign project HSE management, Baosteel put HSE system into engineering project realm.The kernel of the new HSE mode is tripartite aggregative work,a matrix organization is led by the safety chief of the owners project team and the main contractors project managers and the superiors work together. With the theory of Project Management Planning and Control, a plan is detailed designed and practiced to research the effect on the project organization, human resources, risk management, consultation&communication, inspection and evaluation of Baosteel s blast furnace overhaul project HSE management. The main innovations lie at three sides.One is the tripartite aggregative work mode with owners project HSE management.Two is the hazard control plan based on the construction plan.Under the immediate supervision of the project manager, area principal and foreman, control measures are carried out every day and every hour. Three is the project HSE organization.Baosteel s safety and engineering departments take part in whole process project management,including the HSE plan design,HSE education&access, inspection of the work. With the project HSE management plan and control,no accident happened in the Baosteel s blast furnace overhaul project,the achievement is the miracle in Baosteel engineering project HSE history. It fully proves the new project HSE management mode is useful,is accordding with the objective law of engineering construction. New project HSE management standards come into being, and be widely used in any subsidiary companys of Baosteel.
