The increase of population, as well as the development of economic not onlybrings the worldwide problems of shortage of food, also the problems of garbage andpollution. Every year, there are hundreds of millions of tons of waste to deal with inour country. They are buried deep, burn, recycled or piled up directly. While,consequences of garbage piled up is pollute the groundwater, even caused theatmospheric pollution. Little of waste can be recycled, because waste classification isdifficult and recycle is costly. In our country, most waste plant using the depth of thelandfill, as it costs less and is more effective.Shuige Landfill Site located in the ShuiGe administrative villages, dealing withgarbage from the surrounding residents. The factory was founded in1999, and it hadimproved the living conditions of residents once. But, now sewage leakage incidentshappened frequently, and it has Affect the life of the residents around. On the onehand, ShuiGe Landfill Site has been operating for more than ten years, its equipmentaging phenomenon is serious; on the other hand, government input in this respect isinsufficient, so it has been lack of money to upgrade. There is a sewage treatmentstation in Shuige Landfill Site. It treats landfill percolate and pulls sewage treated tothe sewage treatment plant nearby through sewage pipe network. There is730msewage pipeline seriously damaged and has destroyed the nearby farmland. SoShuige Landfill Site raised1.2million Yuan to update these sewage pipes, and addthree new inspection Wells and a pumping station.The profit of Shuige Landfill Site is not high, so its financing constraints islarger. What’s more, this project is without government funding. The constraints of funds are the biggest problem in this project. How to reduce the project cost in thiscase is very important. Project cost management, which can control the actual cost ofthe project under its target cost, will effectively become the method to this problem.This project contractor, Lijian Municipal Construction Company, has projectcost management system of itself. However, that project cost management systemhas many shortcomings. Based on this situation, this paper offers some proposals toimprove the project cost management system. The first is to establish a resource planof the project. The second is to implement multi-level cost estimation. The third is toImprove the cost planning methods. The fourth is to regularize the content of costcontrol, and use new control methods. Of course, a good scheme doesnot necessarily produce good results. Therefore, this paper Put forward suggestionsfrom three aspects to ensure the implementation of the scheme optimization ofcost management. One is regularizing cost of the process; one is improving the costmanagement organization and one is strengthening cost management informationsystem.We hope that this paper can successfully control Sewage Pipe RenovationProject cost, also can make contribution to the research of project cost management.
