With the rapid development of economy in recent30years, the domesticeconomy has gained the success that attracts worldwide attention, simultaneouslyencounters the issue of development. In the turning period of the currentrestructuring of China’s economy, the majority of Chinese enterprises should notonly adjust the industrial structure, improve the ability of innovation, enhance corecompetitiveness, but actively go out to the broader international market to look fornew opportunities for the development in order to settle the bottleneck matter ofdevelopment.China Petroleum Jilin Chemical Engineering and Construction Co., Ltd (JCC)is a petrochemical grade licensed contractor and an earliest large integratedconstruction enterprises in Chinese chemical, petroleum chemical plant construction.In the domestic petrochemical industry, JCC enjoys a high reputation and obtains theexperience in overseas construction management. Along with China’s overcapacityin petrochemical industry energy, infrastructure projects reduce gradually. Chemicalindustry faces two problems of survival and development. JCC actively adjustsbusiness development goal, makes great efforts to develop the international market,and unswervingly follows the path of internationalization with years of experience ofinternational projects and their advantages.In this paper, it takes to Menzel Ledjmet East Project in Algeria of JCC as theresearch object according to characteristics, project political and economic nature. Itmainly focuses on how to carry out projects of international project preliminaryplanning work in process, and how to develop targeted pre-project planning to dealwith the harsh natural environment in Sahara desert. All above these studies indicatethe importance of preliminary planning job in international project lack of naturalenvironment and resources. Preliminary planning job yields twice the result with halfthe effort on the implementation of the project, and provides valuable experience forthe development and organizational management in the following internationalmarket. At least, the author wishes to gather lots of related experience oninternational business for some enterprises through this article.
