In recent years, the rapid development of modern coal chemical industry has increasedaccident risk in coal chemical production and brought enormous pressure to coal chemicalenterprise security management. In order to protect the safety of personnel, to reduce propertydamage, to improve safety production level, it is nessary to establish a scientific safetymanagement system to effectively identify and control the risk of accident. Hazard is theorigin of an accident chain, and large quantities of hazards exist in coal chemical enterpriseproduction. Therefore, the systematic identification and management of the productionprocess hazards is the key to avoid accidents and reduce accident losses.This paper defines and classifies the hazards in coal chemical production process basedon characteristics of coal chemical industry; designs risk management process based onHAZOP-FTA comprehensive analysis according to the theory of hazard identification in theproduction process: Through the use of Hazard and Operability Study (HAZOP) method, itcan comprehensively and accurately identify the system process variation, and makerecommendations to improve measures for the existing control measures. The completequalitative analysis of HAZOP may improve process safety management; With HAZOPanalysis result, it can select the incident most likely to occur and more serious as the top eventand determine the level of sub-cause of the fault tree until the basic events in accordance withthe logic of cause and effect relationships among events to build up the fault tree. Thenmaking Boolean algebra as qualitative analysis to the established fault which includstreesolving minimal cut sets, calculate the top event probability and the probability of basicevents, and taking the importance of basic events as order. According to the qualitative andquantitative analysis results, it can raise proposal management measures for each basic eventthat need to add, increase or revised and improve the security system for facilities and humanfactors. Based on the theory of knowledge and combined with calcium carbide productionplant of coal chemical enterprises as actual cases, this research implementates themanagement process and verifies the practicality and rationality.Through the research of this paper, it demonstrates that: risk management of coalchemical enterprise is a dynamic and circular management system. Thus the whole process ofthis management system needs to dynamically identify hazards and take targeted hierarchicalcontrol. The purpose is to constantly strengthen enterprise security managemententerforcement, transfer passive management to active surpervise, make the switch fromafterwards controlling to advanced prevention, and improve economic efficiency levels.
