Research On Effects Of Air Environmental Standards On Rationalization Of Industrial Structure Adjustment

More than30years since the reform and opening-up, China’s economy has developed rapidly, but the substantial economic achievements are at the expense of the environment and resources. Industry is the main driving force of China’s economic growth, while China is on the stage of industrialization, because of low technical level, the economic growth is largely dependent on a large amount of consumption of natural resources, resulting in a large number of pollutants and emission. Weighing the balance of the economic development and environmental protection is a difficult and important problem. The present increasingly serious air environmental pollution, formulating relevant environmental standards is helpful to the formation of clean production methods and rationalized industrial structure. The control of pollutants and emissions from the source is a major challenge facing the economic development of our country at present stage.From the point of domestic and foreign research, the study of the environmental standards to industrial restructuring effects is relatively small. Although a small number of domestic scholars have studied the relationship between environmental regulation and industrial change, there is no in-depth analysis influence mechanism and carrying on the empirical analysis. Therefore, this article based on the predecessors’ research results, attempting to resolve the mechanism of environmental standards on rationalization of industrial structure adjustment. This paper reviewing and combing the environmental economics theories, and analyzes the status of China’s industrial and environmental standards for further research on the impact of the environment standards on rationalization of industrial structure adjustment mechanism. Then we discuss the environmental standards’ impact on the rationalization of industrial structure adjustment mechanism, and analyze how the environmental regulation influences the industrial structure rationalization directly or indirectly through the enterprise enters, technology innovation, international trade and other transmission mechanisms.On the basis of analysis of the microscopic mechanism, selecting the panel data of36industrial industries in China from year2001to2010, this article carries on the empirical analysis by using the GMM method. The results show that the implementation of the environmental standards in our country for the industrial structure rationalization is significant positive. That is, if the environment standards appropriate strength enhancement, the country will strengthen the management of the mining resources, which will increase the cost of production and hinder the development of pollution intensive industries; contrary the result is to promote the development of pollution intensive industries. Finally, combined with the actual situation of our country, based on the theoretical research and empirical analysis, this paper proposes the industrial structure rationalization suggestions.
