Cadastral alteration is one of the daily cadastral management of the business, and the change information is also an important archives materials. Cadastral alteration scientific organization and storage of information for urban planning and construction, land use is significant. Since the cadastral alteration information is cadastral services produced in different periods after the cadastral established initially, so the cadastral alteration management information system is a typical temporal geographical information systems. Analysising and researching on the spatial and temporal relationship between changes in cadastral information, exploring Spatiotemporal Data Model to organizing cadastral database for cadastral alteration management information system is of great significance. Through the several mainstream Spatiotemporal Data Model analysis, the data model based on base state with amendments suitable for Cadastral information management with small redundancy of storage and high efficiency of query, so this paper chose to base state with amendments model with the temporal nature of cadastral alteration management information systems. But the traditional model of base state with amendments dealing with cadastral alteration data has some limitations: the historical data retrieval needs a long time; cadastral alteration information reserves a lot of redundancy with the database timeline extended; Spatio-temporal operations is more complex as well as Spatio-temporal objects such as spatial relations handled badly.The deficiency of cadastral alteration management has been improved and extended in the model based on base state with amendments in this paper. Among them, the improvements of the model are to solve the cadastral alteration information storage and retrieval problems, the extensions of model are to solve organizational problems. The ideas for the improvement of the model in this paper are as follows: First, the data state of a moment in history as the history of the initial state, shortening the long history of data retrieval over time; Secondly, History of the ground state and the establishment of base cadastral index of business information on the history of inquiry, often repeated, or retrieve a time near the moment of historical information, according to certain rules to create dynamic virtual ground state, a combination of both temporal and spatial data to improve the operating speed; Again, Storage the difference documents between two adjacent historical ground-state, reduction the data redundancy caused by storage historical ground-state snapshots data. The model is extended based on object-oriented ideas and the cadastral spatio-temporal database is designed based on the base-state with amendments model combined with extended GIS platform. Finally, the cadastral alteration management information experiment system with tense is established using C# development language based on second development platform of ARCENGINE. The system achieved, general inquires of cadastral, spatio-temporal query, time and change events functions in the composite query. Experimental results show that the proposed Spatio-temporal model is adapted and satisfied.
