With the rapid developments of computer technologies, GIS has experienced the process of naissance, rapid development, and getting to maturity. GIS application has been expanded into almost every fields and accumulated a larger number of data. Therefore, people hope to reduce unnecessary workforce of repeated collection, share responsibility for the costs of collection, and make full use of resources by sharing these data. The standardized geo-metadata plays an important role in the sharing of spatial information. It is contributive to the effective management and maintenance of spatial data for data producers, and it helps users digging out useful information in huge amount of data by mining spatial information on internet.Geo-metadata standard and operation tool become an important component of national spatial information infrastructure already. Many country and international organization issue implement metadata standard content already, and develop many metadata operation tools. For realize the spatial information sharing of Shanghai, this paper analyse in depth the development status of present domestic and international metadata standard, participate the establishment of Shanghai Geo-metadata Standard, and set up Shanghai Geo-metadata database based of this standard , develop Shanghai Geo-metadata Manager System, that includes Geo-metadata Editor Tool, Geo-metadata Manager Tool, Geo-metadata Search Tool,etc. structure embryonic form of Shanghai Urban Spatial Information Exchange services platform basically.There are six chapters in this thesis. The first chapter is preface that illustrates the conception and function of Geo-metadata, Geo-metadata database, metadata operation tool and the status about domestic and international metadata standard and applications and the study objective and content of this thesis. The second chapter is the study of Shanghai Geo-metadata standard that lists the content of Shanghai Geo-metadata Standard including One Geo-metadata and Two Geo-metadata and Three Geo-metadata.The third chapter is the design of Shanghai Geo-metadata System that introduces the total system design scheme, the constructure of shanghai Geo-metadata database, Adopt SQL Server as the database server , and the design of tables and stored procedure, and the design of system function models. The fourth chapter is the deveopment of Shanghai Geo-metadata System software that expatiates the development processes of Geo-metadata System and part code in detail, that include the Geo-metadata Editor Tool , and Geo-metadata Manager Tool, and the development of Geo-metadata Gather tool, and the development of Geo-metadataSearch Tool, and the development of File Transmission Tool. The fifth chapter is the application of Shanghai Geo-metadata System that descript the range and target and stituation, the manager of entity code, the frame of Geo-metadata service, and and example of EPB(Shanghai Environmental Protection Bureau).The sixth chapter is conclusion that summarizes all of above including insufficent and innovative respects ,and brings forward what is going to do at next step.
